Construction of an evaluation model for the international communication effectiveness of scientific journals in China

摘要:

目的 响应“十五五”规划提出“提升国际传播效能”的号召,构建我国科技期刊国际传播效能的评估模型,为我国科技期刊国际传播效能评估提供参考。 方法 利用质性访谈厘清“效能”内涵,根据SMCR传播模型与科技期刊传播特点总结出具体评估指标,探寻科技期刊从“传播能力”到“传播效果”的转化路径。 结果 构建基于“效能”概念的具有4个一级指标与15个二级指标的“四元多维”科技期刊国际传播效能评估模型。 结论 该模型整合了期刊的传播能力(因)与传播效果(果)的辩证关系,突破传统线性评价局限,为系统评估我国科技期刊国际传播效能提供可操作范式和后续研究的实证锚点,同时强调“以能促效、以效证能”的螺旋提升机制。

Abstract:

Purposes In response to the call within the “15th Five-Year Plan” to “enhance the effectiveness of international communication”, this study aims to construct an assessment model for the international communication effectiveness of Chinese scientific journals, thereby providing a reference framework for evaluating their global outreach performance. Methods Qualitative interviews were employed to clarify the conceptual connotations of “effectiveness”. Drawing upon the SMCR communication model and the specific characteristics of scientific journal communication, a set of concrete assessment indicators was formulated to explore the transformative pathways leading from a journal’s “communication capacity” to its “communication effects”. Findings A “quadri-dimensional, multi-level” assessment model for the international communication effectiveness of scientific and technological journals was constructed; grounded in the concept of “effectiveness”, this model comprises four first-level indicators and fifteen second-level indicators. Conclusions This model integrates the dialectical relationship between a journal’s communication capacity (cause) and its communication effects (effect), thereby transcending the limitations of traditional linear evaluation approaches. It provides an actionable paradigm for systematically assessing the international communication effectiveness of Chinese scientific journals, while simultaneously emphasizing a spiral-enhancement mechanism characterized by the principle of “using capacity to drive effectiveness, and using effectiveness to validate capacity”.
