Current dilemmas and pathways to solutions for the cluster⁃based development of regional scientific journals in China: an empirical study based on Chongqing

摘要:

目的 通过重庆区域的实证剖析,系统揭示制约科技期刊集群化深入发展的现实困境与结构性病因,为破解全国性“集而不团、协而不同”的难题提供区域镜鉴与决策依据。 方法 采用定性与定量研究相结合的方法,对7名出版领域专家及重庆4家典型集群单位的深度访谈进行质性分析,并据此设计结构化调查问卷;针对重庆科技期刊开展问卷调查。 结果 重庆科技期刊集群化发展面临四重核心挑战:资源整合深度不足,学科布局高度同质化(技术科学与医药卫生期刊占比超80%),核心资源“形聚神散”及产业链上下游割裂;顶层设计与体制机制缺失,“多头管理”导致战略统筹缺位,行政主导下的整合引发利益协同难题;数字化转型严重滞后,75.3%的受访者认为数字化程度不足,平台支撑薄弱形成“数据孤岛”;可持续发展能力薄弱,77.6%的期刊严重缺乏经费,“造血”机能缺失,同时82.1%的期刊面临人力资源不足与人才结构失衡。 结论 推动科技期刊集群化从“物理捆绑”迈向“化学融合”,必须构建一个多层级协同的系统性路径:宏观层面须加强顶层设计与政策供给,中观层面须聚力建设一体化的赋能平台,微观层面则亟待激发期刊主体的内生动力。唯有实现三者的良性互动,才能有效疏通阻滞,推动区域科技期刊集群实现高质量、可持续的发展跃升。

Abstract:

Purposes Through an empirical analysis of the Chongqing region, this study systematically uncovers the practical dilemmas and structural factors constraining the in-depth development of scientific journal clustering, aiming to provide a regional reference and decision-making basis for addressing the nationwide issue of “A collection, not a collective”. Methods A combination of qualitative and quantitative research methods was employed. Qualitative analysis was conducted on in-depth interviews with seven publishing experts and four typical cluster organizations in Chongqing, based on which a structured questionnaire was designed. A questionnaire survey was administered to scientific journals in Chongqing. Findings The cluster-based development of scientific journals in Chongqing faces four core challenges: Insufficient depth in resource integration, with highly homogenized disciplinary distribution (over 80% of journals in technical sciences and medicine/health), core resources being “nominally integrated but operationally fragmented”, and disconnections between upstream and downstream segments of the industrial chain; Lack of top-level design and institutional mechanisms, where “multi-headed management” leads to an absence of strategic coordination, and administrative-led integration creates challenges in aligning interests; Severe lag in digital transformation, with 75.3% of respondents indicating inadequate digitalization levels, and weak platform support leading to“data silos”; Weak sustainability, as 77.6% of journals face severe funding shortages and lack self-sustaining capacity, while 82.1% struggle with insufficient human resources and imbalanced talent structures. Conclusions To advance scientific journal clustering from “physical bundling” to “chemical fusion”, a multi-level synergistic and systematic pathway must be constructed: at the macro level, top-level design and policy support need strengthening; at the meso level, focused efforts must be made to build an integrated enabling platform; and at the micro level, it is imperative to stimulate the endogenous motivation of individual journals. Only through the positive interaction of these three dimensions can existing bottlenecks be effectively alleviated, and promote high-quality, sustainable development leaps in regional scientific journal clusters.
