摘要：

目的 旨在精准识别我国一流英文科技期刊与国际顶尖期刊的核心差距，为突破发展困境、实现高质量跃升提供系统性的对策参考。 方法 以“中国科技期刊卓越行动计划”一期资助的22种领军期刊和29种重点期刊为样本，将面向办刊主体的结构化问卷调查与基于Web of Science的文献计量分析（2019—2023年）深度融合，构建“主观感知-客观验证-深层归因”的研究范式。 结果 研究表明，我国一流期刊与国际顶刊的差距并非单一维度的落后，而是系统性、结构性的“四重差距”：出版能力差距，深陷国际平台依赖，导致规模化发展与自主权缺失的结构性矛盾；稿源质量差距，本土集聚特征显著，全球优质稿源吸引力不足，陷入“评价体系锁定”的恶性循环；运营效能差距，前沿技术应用滞后与复合型人才短缺相互掣肘，编审团队国际化效能未充分发挥；传播影响力差距，区域辐射与全球引领的“品牌鸿沟”。 结论 破解四重差距需实施“分类施策、协同推进”的系统性工程，从自主平台赋能、评价体系优化、技术人才协同、品牌精准传播4个维度协同发力，推动我国一流英文科技期刊从“优秀”走向“卓越”。

Abstract:

Purposes This study aims to accurately identify the core gaps between China’s world-class English-language scientific journals and top international journals， and to provide systematic countermeasures for breaking through development dilemmas and achieving high-quality advancement. Methods Taking 22 leading journals and 29 key journals funded by the first phase of the “Excellent Action Plan for China’s STM Journals” as samples， this study integrates a structured questionnaire survey targeting the core personnel of journals with bibliometric analysis based on Web of Science （from 2019 to 2023）， constructing a research paradigm of “subjective perception ? objective verification ? in-depth attribution”. Findings The study finds that the gaps between China’s world-class journals and top international journals are not unidimensional but represent systematic and structural “fourfold gaps”： publication capacity gap： deep reliance on international platforms leads to structural contradictions between large-scale development and lack of autonomy； Manuscript quality gap： significant localization of manuscripts and insufficient appeal for high-quality global manuscripts， falling into a vicious cycle of “evaluation system lock-in”； Operational efficiency gap： lagging application of cutting-edge technologies coupled with shortages of interdisciplinary talent， with the international efficacy of editorial and review teams not being fully realized； Communication impact gap： regional reach versus global leadership， creating a “brand divide”. Conclusions Breaking through the fourfold gaps requires implementing a systematic project of “categorized strategies and coordinated advancement”， making concerted efforts across four dimensions： independent platform empowerment， evaluation system optimization， technology and talent synergy， and brand precision communication， to drive China’s world-class English-language sci-tech journals from “excellence” to “superior”.
