摘要：

【目的】 通过构建学术期刊出版服务能力的理论框架体系,为开展学术期刊出版服务能力评价、加强学术期刊出版服务能力建设提供参考。【方法】 通过政策梳理、文献调研、案例分析等方法,厘清有关学术期刊出版服务能力的政策文本,总结当前我国学术期刊在出版服务能力建设方面的不足,分析提升出版服务能力的突破口和方法路径。【结果】 从学理层面提出宏观和微观2个维度的学术期刊出版服务能力理论内涵,界定服务主体、服务客体、服务方式、服务内容等外延,从而构建由作者(读者)服务能力、学科服务能力、学术服务能力、产业服务能力、战略服务能力五大结构要素组成的学术期刊出版服务能力框架体系。【结论】 树立服务意识、改进服务质量、提升服务能力是发挥学术期刊出版对科技创新的支撑性作用的关键,将学术期刊出版的各项功能统摄到服务国家重大战略需求的能力中来是新时代中国学术期刊出版业的使命担当。基于提出的理论框架体系开展学术期刊出版服务能力评价和建设,“以评促建”最终推动学术期刊出版业实现高质量发展。

Abstract:

[Purposes] We develop a theoretical framework of publishing service capacity of academic journals (hereinafter referred to as the capacity), laying a theoretical basis for evaluating and enhancing the capacity. [Methods] Through policy sorting, literature research, case analysis, and other methods, the paper clarified the policy texts related to the capacity, summarized the deficiencies in the construction of the capacity, and analyzed the ways to improve the capacity. [Findings] The theoretical concept of the capability is proposed at both macro and micro levels, and the extensions such as the service provider, service recipient, service mode, and service content are defined. On this basis, the framework of the capability in serving the authors (readers), disciplines, academic development, industries, and national strategies, is developed. [Conclusions] Academic journals should emphasize the publishing service and improve the service quality and capacity to support scientific and technological innovation. It is the mission of China's academic journal publishing industry in the new era to pool efforts to serve the major strategic needs of the country. The capacity can be evaluated and enhanced based on the theoretical framework, ultimately promoting the high-quality development of academic journal publishing industry.
