知识服务创新视角下国家科技高端交流平台发展路径研究

摘要:

【目的】 探索我国科技交流系统中国家科研论文和科技信息高端交流平台的发展路径,为国家科技高端交流平台的后续理论与实践研究提供新视角和可行建议。【方法】 运用知识服务创新理论,通过文献与网络调研等方法分析相关研究现状,系统分析并提出国家科技高端交流平台的阶段性发展路径和相应的创新发展策略。【结果】 国家科技高端交流平台的核心是围绕国家科技安全,开展以科技工作者需求为导向的知识服务创新,具有生态系统结构,其发展包含规划、培育和评估3个主要阶段,且每一发展阶段的目标和内容各有侧重。【结论】 国家科技高端交流平台是面向国家安全和科技工作者需求的高质量知识服务创新生态系统,在组织模式、商业模式和治理模式上,其应根据不同的平台生态系统建设发展阶段,实施不同的发展策略。

Abstract:

[Purposes] This paper aims to explore the development path of national scientific research paper and high-end scientific and technological information exchange platform (hereinafter referred to as the platform) in scientific and technological exchange system in China, and provide new perspectives and suggestions for further theoretical and practical research on the platform. [Methods] With the theory of knowledge service innovation, we analyzed the status quo of relevant research through literature and network research and other methods and put forward phased paths and innovative strategies for the platform development. [Findings] With the core of science and technology security, the platform underscores knowledge service innovation in response to the needs of scientific and technological workers. It has the ecosystem structure and the development includes three main stages: planning, cultivation, and evaluation, with stage-specific goals and emphasis. [Conclusions] The platform is a quality knowledge service innovation ecosystem for national security and scientific and technological workers. In terms of organizational model, business model, and governance model, the platform should adopt strategies for the development according to the phased characteristics.
