【目的】 提出加强中文科技期刊建设的策略,以促进期刊发展。【方法】 以《高分子学报》为例,介绍中文科技期刊加强学术质量建设、数字化出版建设、传播能力建设以及人才队伍建设等的策略及其所产生的成效,并简要分析期刊计量指标。【结果】 通过制定周密的出版计划、充分发挥主编/副主编的学术把关作用等提升期刊学术质量;加强人才队伍建设,加强期刊数字化出版建设,加快出版速度;通过扩大数字化传播范围、借用学术会议平台以及提高英文显示度等加强期刊传播能力的建设。编辑、作者以及审稿人队伍建设为期刊质量提升提供人才保障。采取这些措施后,《高分子学报》的各项基本计量数据明显提高。【结论】 提升中文科技期刊学术质量是加强期刊建设的本质目标,出版数字化建设为其提供技术支持,传播能力建设是实现目标的重要途径,而这三者的发展均离不开人才队伍建设。
[Purposes] This paper aims to provide strategies to enhance the construction of Chinese scientific journals in order to promote the development of scientific journals.[Methods] Taking Acta Polymerica Sinica as an example, some effective strategies to enhance the construction of academic quality, the construction of digital publication, communication capability, as well as high-level talent team construction were illustrated and the effects that we have achieved were elucidated. At the same time, the citation-based data of the journals from Web of Science were compared.[Findings] Benefiting from these strategies, such as making detailed publication plans, and paying attention to the academic quality via playing the full role of editor-in-chief/associate editors as the academic gatekeeper, the academic quality has been improved. Strengthening the construction of digital publication can speed up the publication cycle. Strengthening digital communication, utilizing the platform of the academic conference, and increasing the display of English contents can improve the communication capacity. The high-level talent team construction of editors, authors, and reviewers provides the talent guarantee to enhance the academic quality. After these strategies are executed, the basic measurement indices of Acta Polymerica Sinica have been improved to a great extent.[Conclusions] Improving the journal academic quality is the goal of enhancing the construction of scientific journals, digital publishing platform is the technical support, and communication capacity is a pivotal way to achieve the goal, but all of them depend on the construction of high-quality talent teams.
