【目的】 全面分析中国高校科技期刊发展存在的优、劣势,试图对期刊的未来发展提出可行性建议。【方法】 对近年的相关文献和政策进行梳理,利用SWOT矩阵分析方法归纳出中国高校科技期刊发展的内在优势(S)和劣势(W)及外部面临的机会(O)和威胁(T),并提出相应策略。【结果】 中国高校科技期刊的发展不仅拥有学科优势和人才优势,也存在明显的劣势,如:综合性中文期刊数量过多,导致整体竞争力较弱;“小”而“散”的特点导致期刊难以集群化发展;传统的办刊模式不利于新形势下期刊的发展。同时,各项促进高校科技期刊发展政策的出台、“双一流”建设的全面推进、高校ESI高被引论文数量逐年递增等,为中国高校科技期刊发展带来了机会;然而,行政化管理对期刊发展的制约、期刊发展与高校学科建设的不匹配、激烈的内部和外部资源竞争等,也使得中国高校科技期刊发展面临着严峻的考验。【结论】 中国高校科技期刊应充分发挥自身优势,把握发展契机,从期刊定位到资源整合,从传统出版到智库建设,从修炼内功到顶层设计,将劣势与威胁转化为未来发展的新动力。这也是中国高校科技期刊在整体迈向高水平期刊方阵过程中需要长期探索与实践的课题。
[Purposes] This paper aims to comprehensively analyze the advantages and disadvantages of Chinese university scientific journals and put forward suggestions for their development. [Methods] Based on literature research and policy summary, the strengths, weaknesses, opportunities, and threats of university scientific journals were summarized by SWOT analysis. [Findings] Chinese university scientific journals boast favorable talents and preponderant disciplines from universities. However, they are uncompetitive as most are comprehensive journals. The small scale and scattered distribution limit their clustering development. Moreover, they stick to the traditional publishing mode. The journals, nevertheless, enjoy advantageous conditions, such as the favorable policies, the initiative of building world-class universities and disciplines, and an increase in ESI highly cited paper output contributed by Chinese university, while face the challenges of administrative management, mismatching between journal development and university discipline construction, and fierce internal and external competition. [Conclusions] Chinese university scientific journals should make full use of their strengthens, grip opportunities, and change weaknesses and threats into the driving force for development through clear journal positioning, resource integration, think-tank construction, self-promotion, and top-level design. This means continuous efforts should be made to achieve high-level development of Chinese university scientific journals.
