摘要：

【目的】 解析中文科技期刊撤稿问题的成因、内在机理与体制机制难题,探索构建多元主体协同参与的撤稿治理体系,并提出富有前瞻性和操作性的对策建议。【方法】 基于规范研究方法,探索构建战略、管理、监督多层次联动的撤稿治理体系框架,系统性、科学性分析纵向与横向结构,明晰各治理主体的协同与互动关系。【结果】 中文科技期刊撤稿面临撤稿数量和国际期刊相比偏低、撤稿声明文本不够规范、撤稿形式缺乏统一标准等系列问题。为此,亟须厘清撤稿制度不健全、主体权责不清晰和信息共享不充分3大体制机制难题;探索构建多元共治框架,通过惩戒、撤销和披露机制等努力提升撤稿的权威治理、契约治理和参与式治理效能。【结论】 从制度建设、机制创新、能力提升、国际交流4个维度推进中文科技期刊撤稿治理体系优化,不断提升撤稿机制和程序的透明度与标准化水平,切实推动中文科技期刊实现内涵式可持续发展。

Abstract:

[Purposes] To analyze the causes, internal mechanisms and institutional issues of Chinese scientific journals’ retraction problems, to explore the construction of a retraction governance system with the collaborative participation of multiple actors, and to put up a prospective and operational countermeasure proposal. [Methods] Based on the normative research methodology, it explores the construction of a multi-level linked framework of strategy, management and supervision of the retraction governance system, systematically and scientifically analyzes the vertical and horizontal structure, and clearly analyzes the collaborative and interactive relationship of each governance actors.[Findings] Chinese scientific journals are facing a series of challenges, including low number of retractions compared with international journals, lack of standardization of retraction statements, and lack of uniform standards for retraction forms. In this regard, there is an urgent need to clarify the three major institutional issues, such as the inadequacy of the retraction institution, the lack of clarity of the rights and responsibilities of the main actors, and the inadequacy of information sharing; to explore the construction of a polycentric governance framework; and to enhance the effectiveness of authoritative, contractual, and participatory governance of retraction through the mechanism of disciplinary action, revocation, and disclosure. [Conclusions] To promote the improvement of Chinese scientific journals’ retraction governance system from the four dimensions including institutional construction, mechanism innovation, capacity enhancement, and international exchange and cooperation, to continuously improve the transparency and standardization of retraction mechanisms and procedures, and to effectively promote Chinese scientific journals to achieve the connotative and sustainable development.
