摘要：

【目的】 探讨高校期刊集群化建设对其可持续办刊能力的提升作用,总结归纳典型高校期刊集群创办英文期刊的策略与模式。【方法】采取归纳演绎、对比分析和案例分析的方法,结合我国期刊出版管理的现实情况及新刊创办的导向与支持政策,以西安交通大学期刊集群为例,对以高校为主办单位的期刊集群化发展的实践和可持续创刊模式进行分析。【结果】西安交通大学期刊集群采用强化顶层设计、创新管理体制、优化期刊布局、以刊带群的实践路径,提升了刊群的可持续办刊能力。在集群化建设中,通过瞄准学科空白、面向优势学科和新兴交叉学科、创新运营模式、争取政策支持等策略,在短期内创办了一批高水平英文期刊。【结论】西安交通大学期刊集群的发展壮大是以刊带群、以群育刊、刊群联动的生动实践,管理体制和运营模式的创新在其中起着至关重要的作用,刊群的可持续办刊能力得到实质性提升,也证明了研究型高校作为主办单位在一流期刊建设中大有可为。未来,高校在一流期刊和期刊集群建设中要注重挖掘和利用自身优势,更加主动作为,助力我国实现高水平科技自立自强。

Abstract:

[Purposes] This study explores how the construction of journal cluster in university enhances the sustainable publishing capacity. It summarizes the strategies and models adopted by typical university journal cluster in launching English journals. [Methods] Adopting methods of induction and deduction, comparative analysis, and case study, considering the current situation of journal publication management in China and the guiding and supportive policies for the establishment of new journals, this study takes “Xi’an Jiaotong University Journal Cluster” as an example and analyzed the strategies and sustainable journal establishment models for the cluster development of journals sponsored by universities. [Findings] “Xi’an Jiaotong University Journal Cluster” has enhanced its sustainable publishing capacity through strengthened top-level design, innovative management mechanisms, optimized journal layout, and the “excellent journals leading the cluster” approach. During the cluster development process, Xi’an Jiaotong University has successfully launched a series of high-quality English journals within a short period by targeting academic gaps, focusing on advantageous and emerging interdisciplinary fields, adopting innovative operational models, and securing policy support. [Conclusions] The development of “Xi’an Jiaotong University Journal Cluster” exemplifies a dynamic practice of “excellent journals leading the cluster, cultivating journals through the cluster, and interactive journal-cluster synergy”. Innovations in management systems and operational models play a crucial role in enhancing the sustainable publishing capacity of the journal cluster. This also demonstrates that research-intensive universities, as journal sponsors, have great potential in building world-class journals. In the future, universities should focus on exploring and utilizing their own advantages actively, contributing to China’s achievement of sci-tech self-reliance and self-strengthening at higher levels through the construction of world-class journals and journal clusters.
