摘要：

【目的】对比分析国内外农业英文期刊的科技伦理政策，指出我国农业英文期刊科技伦理政策的优势与不足，给出完善科技伦理政策的建议。【方法】采用网络调研法、政策文本分析及案例对比法，解析国内外农业英文期刊科学实验和成果出版两个方面的科技伦理政策审查要素及具体要求。【结果】与国外期刊相比，国内农业英文期刊制定科技伦理政策的自主性更强，但覆盖面有待拓展，审查细致度和严格度不足。农业英文期刊应加强在资源安全、生态安全和食品安全等农业重点领域的审查。【结论】建议期刊出版各相关单位共同探讨制定农业科技期刊的科技伦理政策，同时结合学科特色和期刊发展目标，完善科技伦理审查范围和细节，进一步促进期刊的科技伦理制度建设。

Abstract:

［Purposes］ This study compares and analyzes the science and technology ethics policies of domestic and foreign agricultural English journals, points out the advantages and disadvantages of China's agricultural English journal science and technology ethics policies, and provides suggestions for improvement. ［Methods］ We employed the network research method, policy text analysis method, and case comparison method. Through these methods, we analyzed the review elements and specific requirements of the science and technology ethics policies concerning scientific experiments and achievement publication of English agricultural journals both in China and abroad. ［Findings］ In comparison with foreign journals, domestic English agricultural journals possess stronger autonomy when formulating science and technology ethics policies. However, they are deficient in the coverage, meticulousness, and strictness of review. English agricultural journals are required to reinforce the review in crucial agricultural areas such as resource security, ecological security, and food safety. ［Conclusions］ It is recommended that all relevant units engaged in journal publication jointly explore and formulate the science and technology ethics policy for agricultural scientific journals. Simultaneously, by combining the disciplinary characteristics and the development goals of the journals, the scope and details of the science and technology ethics review ought to be improved, thereby further promoting the construction of the science and technology ethics system of the journals.
