中国科技期刊集约化数字出版的效益分析——以中华医学会杂志社为例

Social and economic benefit evaluation of intensive digital publishing of Chinese scientific journals: A case study from Chinese Medical Association Publishing House

摘要:

【目的】 总结中华医学会杂志社2014年以来实施集约化数字出版的实践经验,综合分析社会效益和经济效益,为中国科技期刊的数字出版建设提供实证参考。【方法】 分析中华医学会系列期刊的影响因子和总被引频次的变化,比较各期刊在网站建设中的经济投入情况,分析部分编辑部在数字出版和新媒体方面人力资源投入的变化情况,分析中华医学会杂志社在数字出版平台及期刊加盟上的经济收益。【结果】 本研究社会效益评估共选择123种中华医学会系列期刊,2014年之后所有期刊的影响因子和总被引频次均有提升;实施集约化数字出版期刊的影响因子和总被引频次比未实施集约化数字出版者提升得更快。采用集约化数字出版方式后,每刊每年的官网建设和运维的经济投入约降低了10%,全文结构化数字加工费用约降低了50%。部分编辑部在数字出版平台和新媒体运营方面的人员投入普遍减少。集约化出版平台在内容付费阅读、会员服务和数字出版平台加盟方面获得了一定收益。【结论】 科技期刊集约化数字出版可从人、财、物等方面降低出版商的整体投入,且与期刊的影响因子和总被引频次的提升密切相关。

Abstract:

[Purposes] The aim of this study is to evaluate the social and economic benefits of intensive digital publishing of Chinese Medical Association Publishing House (CMAPH) since 2014, and provide empirical references for the digital publishing of scientific journals in China. [Methods] We analyzed the changes of impact factors (IF) and total cites (TC) of Chinese Medical Association Series Journals to discover their social influence change, compared the economic investment of each journal in website construction and operation, and analyzed the human resources investment of some editorial offices in digital publishing and new media and economic income of CMAPH from digital publishing platform and related business. [Findings] For evaluation of social benefits, 123 journals are included in this study, and the IF and TC of all journals have improved since 2014. These journals are divided into two sub-groups, the intensive digital publishing group and the non-intensive digital publishing group. The results show that IF and TC of the journals in the intensive digital publishing group increase faster than those in the non-intensive digital publishing group (P<0.01 and P<0.05). In terms of economic investment, it is conservatively estimated that the cost of each journal can be saved by about 10% annually through intensive digital publishing, while the cost of full-text XML data processing can be saved by 50%. The staff of some editorial offices in digital publishing platform and new media operation has generally decreased, and the work has shifted to digital publishing department. The intensive publishing platform of CMAPH has economic income from pay-per-view fees, e-journal subscription, and membership fee. [Conclusions] Intensive digital publishing is an effective way for scientific journals in China, which can effectively save overall investment and enhance the social and economic benefits.
