学术期刊执行“三审三校”制度问题分析及优化完善建议——基于107个出版单位现状调查结果

摘要:

目的 结合期刊出版实践,深入探究完善学术期刊“三审三校”制度的举措,为保障期刊出版质量提供新的思路。 方法 采用文献法分析“三审三校”制度的由来,梳理期刊执行“三审三校”制度的相关法规和具体要求;采用问卷法、访谈法等研究方法调研学术期刊落实“三审三校”制度存在的现实问题。 结果 由于学术期刊与图书出版管理模式的差异较大,期刊“三审三校”制度在执行层面存在对人员资质的要求和学术期刊出版管理模式契合度不高、不少学术期刊把专家评审作为复审、校对次数等形式化的要求不足以保障编校质量等现实问题。 结论 结合办刊实践,提出狠抓审稿和编辑加工质量、严把终校样质检关、完善学术期刊“三审三校”制度等建议,使“三审三校”制度更加科学合理,为学术期刊高质量发展提供基本制度保障。

Abstract:

Purposes By integrating practical experience in journal publishing, this study aims to deeply explore measures for improving the “three-review and three-proofreading” system in academic journals, providing new insights for ensuring the quality of journal publications. Methods The literature method is employed to analyze the origin of the “three-review and three-proofreading” system and to review relevant regulations and specific requirements for its implementation in journals; Questionnaire surveys and interviews are used to investigate the practical challenges faced by academic journals in implementing this system. Findings Due to significant differences between academic journals and book publishing in terms of management models, practical problems exist in the implementation of the “three-review and three-proofreading” system. These include a poor alignment between personnel qualification requirements and the operational models of academic journals, many journals treating peer review as the second review, and formalistic requirements such as the number of proofreading rounds being insufficient to guarantee editing and proofreading quality. Conclusions Based on the practice of running the journal, this study proposes recommendations such as strictly enhancing the quality of manuscript review and editorial processing, rigorously controlling the final proof quality check, and improving the “three-review and three-proofreading” system for academic journals. The goal is to make the system more scientific and rational, thereby providing a fundamental institutional guarantee for the high-quality development of academic journals.
