摘要：

【目的】在新时代开放科学快速发展背景下,基于开放获取主要类型与不同期刊资源禀赋,提出遵循共同价值准则且满足个性发展需求的差异化开放获取思路。【方法】系统梳理相关文献,明确国内外开放获取最新趋势,根据调研数据与办刊实际,运用层次分析法、访谈法、归纳法设计我国学术期刊差异化开放获取推进策略。【结果】根据学术期刊开放获取现状及类型,结合案例提出采取全方位开放获取策略提升传播效能、采取渐进式开放获取策略满足学术需求、采取探索性开放获取策略促进知识共享等主要举措。【结论】学术期刊应分层次、分类型、分阶段、有重点地选择契合自身实际的有效路径来推进开放获取,以更好地发挥传播学术成果、促进科学研究的根本作用。

Abstract:

[Purposes] This paper aims to propose the differentiated open access measures following common value criteria and meeting respective development demands based on the main open access modes and the resource endowment of different journals in the era when open science develops rapidly. [Methods] By reviewing the relevant literature, we unveiled the latest trends of open access both in China and abroad. According to the investigation data and actual situation of journal operation, we designed the measures for promoting the differentiated open access of academic journals in China by applying analytic hierarchy process, interview, and induction methods. [Findings] According to the open access status quo and modes of academic journals, main measures are proposed on the basis of cases. The measures include adopting an all-round open access mode to improve communication effectiveness, adopting a progressive open access measure to meet academic needs, and adopting an exploratory open access measure to promote knowledge sharing. [Conclusions] Academic journals should select effective path that fits their own reality and grasp the key points in the promotion of open access, so as to give full play to their role of disseminating academic fruits and promoting scientific research.
