摘要：

【目的】了解全球开放出版发展情况,为各级管理部门提供决策依据。【方法】基于SCIE数据、OA期刊网站信息,对全球OA期刊出版、作者发文、论文处理费(APC)合理情况,以及我国作者OA发文和APC支出情况进行统计分析。【结果】 2022年全球7759种OA期刊被SCIE收录,收录数量较2021年上升15%。APC合理期刊占比为66%。全球OA发文量增长6%,中国通信作者OA发文量占比为29%。中国通信作者在4936种OA期刊上发文26.98万篇,APC支出约为43亿元人民币,发文量、APC支出分别较2021年增长44%、43%。国家自然科学基金是资助中国通信作者OA发文的最主要基金,年度APC支出涨幅为33%。【结论】 OA出版已是全球主流出版模式,中国OA发文量、APC支出均快速增长。建议及时推进我国科技期刊开放出版市场建设,加强科研经费中的APC支出管理。

Abstract:

[Purposes] This paper analyzes the development of global open publishing to provide a decision-making basis for management departments at all levels. [Methods] With SCIE data and website information of each open access (OA) journal, statistical analysis was conducted on the global publishing of OA journals, author publications, and article processing charge (APC) reasonableness, as well as the OA publications and APC expenditures of authors in China. [Findings] In 2022, 7759 global OA journals are indexed in SCIE, showing an increase of 15% compared with that in 2021. The journals with reasonable APC account for 66%. The global OA publications increase by 6%, and the papers published by Chinese authors account for 29%. Chinese authors have published 269800 articles in 4936 OA journals, with an APC expenditure of approximately 4.3 billion CNY, which increase by 44% and 43%, respectively, compared with those in 2021. The National Natural Science Foundation of China is the main fund supporting Chinese authors to publish OA papers, with an annual APC expenditure increase of 33%. [Conclusions] OA publishing has become the mainstream of global publishing, and China's OA publications and APC expenditures have grown rapidly. In China, efforts should be made to improve the open publishing market of scientific journals and strengthen the management of APC expenditures in research funds.
