OA publishing situation and outlook in China from analysis of the selected journals of Excellence Action Plan for China STM Journals

摘要:

【目的】 分析“中国科技期刊卓越行动计划”入选期刊的开放获取(Open Access,OA)特征,为我国OA出版发展提供参考。【方法】 从期刊官网和DOAJ数据库收集期刊的OA模式、文章处理费、主办单位等信息,并收集被InCites数据库索引的OA期刊的文献计量学指标,利用非参数检验方法分析“中国科技期刊卓越行动计划”入选期刊的OA特征。【结果】 英文期刊主要借助国际出版平台开展OA出版,中文期刊主要通过自建网站实行OA。整体上,“中国科技期刊卓越行动计划”入选期刊OA水平较高,文章处理费设定合理;办刊机构以高校、学会和科研机构为主。指标分析结果显示:钻石OA期刊和金色OA期刊指标排名更高;它们的载文量较低,但载文量增势比混合OA期刊更明显。混合OA期刊的OA文章占比普遍较低,但该占比呈上升趋势。【结论】 “中国科技期刊卓越行动计划”入选期刊对于OA的接受程度较高,其OA程度远超我国科技期刊整体水平。我国OA出版正在向好向上发展,自然科学领域优质期刊已经开始主动融入开放科学浪潮。英文期刊OA程度较优,中文期刊OA程度有待进一步提升;青铜OA期刊的可见度有待提高,应完善数据库建设,打破信息孤岛;开放科学发展需要从“借船出海”转变为“造船出海”。

Abstract:

[Purposes] This paper aims to analyze the open access (OA) characteristics of the selected journals of Excellence Action Plan for China STM Journals and provide references for the development of OA publishing in China. [Methods] The OA publishing model, article processing charge (APC), journal sponsors, and other information were collected from the official website of journals and the DOAJ database, and bibliometric indicators of OA journals indexed by the InCites database were collected. The OA characteristics of the selected journals of Excellence Action Plan for China STM Journals were analyzed by the nonparametric test method. [Findings] English journals achieved OA publishing mainly through the international publishing platform, while Chinese journals achieved OA publishing mainly through the self-built website. The overall OA level of the selected journals of Excellence Action Plan for China STM Journals was high, and the APC was set at a reasonable level. The journal sponsors were predominantly universities, societies, and research institutions. Analysis results of the indicators showed that Diamond OA and Gold OA journals ranked higher on the indicators, and although the number of articles published by them was lower, the increasing trend of the number of articles was more pronounced than that of hybrid OA journals. Rates of OA articles in hybrid OA journals were generally lower, but the percentage was on the rise. [Conclusions] The selected journals of Excellence Action Plan for China STM Journals have a high acceptance of OA, and their level of OA exceeds that of Chinese journals as a whole. OA publishing in China is developing well, and quality journals in natural sciences are actively integrating open science. The OA degree in English journals is better, and that of Chinese journals needs to be further improved. The visibility of Bronze OA journals needs to be strengthened, and the construction of databases should be improved to connect information islands. The development of open science requires a shift from relying on foreign publishing platforms to building our own publishing platforms.
