德国Projekt DEAL与Springer Nature的开放获取协议研究

摘要:

【目的】 深入研究开放获取协议的签署动机、过程、内容及影响,为我国应对此类协议的兴起提出建设性建议。【方法】 通过网络调研法及文献调研法,以德国Projekt DEAL与Springer Nature的开放获取协议为例,详细解析开放获取协议的内容,介绍协议签署过程,阐明协议中交易成本分配模型的计算方法,并讨论协议对全球学术出版市场产生的影响及我国相关对策。【结果】 开放获取协议签订需要经过周密的策划,包括确定组织架构和谈判目标,明确出版流程、期刊范围等,在此基础上进行的谈判方可使得国家利益最大化。该协议采取的交易成本分配模型使所有参与机构都能够支付公平份额,并确保非研究密集型机构的参与成本更低,甚至不需要成本就可获得期刊订阅权,是目前较为合理的成本模型。【结论】 鉴于此类巨型协议很有可能进一步造成学术出版市场垄断,建议国家尽快采取相应措施确保科研人员的学术发表权不受影响。

Abstract:

[Purposes] This paper aims to analyze the motivation behind the open access agreement, efforts for the agreement, content of the agreement, and impact of the agreement, and put forward suggestions for China to respond to such agreement. [Methods] Through network research and literature research, we analyzed the content of the open access agreement between Germany's Projekt DEAL and Springer Nature, introduced the efforts for the agreement and the transaction cost allocation model in the agreement, and discussed the impact of the agreement on the global academic publishing and China's countermeasures. [Findings] Meticulous efforts have been made for the agreement, such as determining the organizational structure and negotiation objectives, and clarifying the publishing process and the scope of journals. This is how they can maximize national interest. The transaction cost allocation model enables all participating institutions to pay a fair share and allows the participation of non-research-intensive institutions at lower cost and even the free subscription to journals. It is a reasonable cost model at the moment. [Conclusions] Given that such agreement is likely to cause monopoly in academic publishing, it is suggested that China take urgent measures to ensure the academic publishing of scientific researchers.
