【目的】 通过对区块链在科技期刊审稿流程中应用的出版架构设计,建立起科技期刊审稿全流程监管机制,为科技期刊实施诚信出版、打造诚信出版生态系统提供实践路径。【方法】 利用文献研究法对区块链在诚信出版以及审稿方面的应用进行文献调查分析,发现区块链在审稿全流程监管方面研究尚未受到重视;在此基础上利用实证研究法,依据现有区块链理论和诚信出版实践需要,设计审稿全流程监管机制和诚信生态系统架构。【结果】 以区块链为媒介连接首发系统和审稿系统,完成科技期刊诚信出版生态系统的架构和机制设计。【结论】 科技期刊审稿全流程监管机制研究不仅仅是为了防范单刊审稿环节学术不端行为,其最终目的是建立一个打通所有科技期刊的诚信生态系统,虽然目前仅停留在理论探讨层面,但随着区块链技术的成熟,以及国家对于建立诚信出版生态系统的高度重视,基于区块链的科技期刊诚信出版生态系统最终得以建立。
[Purposes] In this paper, we design the framework for the whole-process supervision of review in scientific journals with blockchain technology, hoping to enhance the integrity in publishing and help build a healthy publishing environment. [Methods] With the literature research method, the application of blockchain in integrity publishing and paper review was investigated and analyzed. It was found that blockchain failed to be emphasized in the whole-process supervision of review. Therefore, with the empirical approach and the available blockchain theory, in response to the call for research integrity, the whole-process supervision mechanism and framework for paper review were designed. [Findings] Blockchain was used to connect the priority publishing system and paper review system, and thereby the framework and mechanism for integrity publishing of scientific journals were designed. [Conclusions] The supervision mechanism is set to prevent academic misconducts in the review of single journals and further help establish a healthy environment for all scientific journals. At the moment, although only the theory is proposed, the blockchain-based integrity publishing system is sure to be established in the near future with the maturation of the technology and the emphasis on integrity publishing.
