Basic features of High Starting Point New Journals of Excellence Action Plan for China STM Journals and suggestions on the development of China's scientific journals

摘要:

【目的】 分析2019—2021年获得“中国科技期刊卓越行动计划高起点新刊”项目资助期刊(以下简称“高起点新刊”)的基本特征,为高起点新刊发展提供参考。【方法】 利用期刊官网、Web of Science数据库及分析平台、Directory of Open Access Journals (DOAJ)数据库、百度学术、中国知网、万方数据、维普资讯、中国科学院文献情报中心微信小程序等获取相关信息,统计分析高起点新刊的主办单位、学科领域、办刊团队、国际合作等方面的亮点以及不足。【结果】 高起点新刊在主办单位、学科领域、办刊团队、国际合作等方面符合申报指南要求,但在期刊集群化、学科布局、自主平台建设上仍需提升。【结论】 我国应推进科技期刊出版集群化,优化科技期刊学科布局,加快建设具有国际水平的本土化数字出版与传播平台。

Abstract:

[Purposes] This paper is to analyze the basic characteristics of journals supported by High Starting Point New Journal Project of Excellence Action Plan for China STM Journals (hereinafter referred to as "new journals with a high starting point") between 2019 and 2021, and provide references for the development of new journals with a high starting point. [Methods] Relevant information was obtained from the journal official website, Web of Science database and analysis platform, Directory of Open Access Journals database, Baidu Academic, CNKI, Wanfang Data, VIP Information, and WeChat applet of National Science Library of Chinese Academy of Sciences. Data analysis was made to bring forward the highlights and shortcomings of the new journals with a high starting point in terms of sponsors, subject areas, journal-running teams, and international cooperation. [Findings] The new journals with a high starting point meet the requirements of the application guidelines in terms of sponsors, subject areas, publication teams, and international cooperation, but still need to be improved in terms of journal clustering, discipline layout, and independent platform construction. [Conclusions] It is necessary to promote the clustering of scientific journal publishing, optimize the discipline layout of scientific journals, and accelerate the construction of a localized digital publishing and dissemination platform with international level.
