摘要:

【目的】 调研国内科技期刊学术诚信建设水平,为国内科技期刊学术诚信机制建设提供参考,助力世界一流科技期刊的培育发展。【方法】 以“中国科技期刊卓越行动计划”入选期刊为样本,采用文献调研法和网站调研法筛选得到科技期刊学术诚信的控制措施,对入选期刊的学术诚信政策和控制措施进行调研和分析。【结果】 在学术不端检测、图片筛查、潜在利益冲突声明等学术诚信政策实施方面,英文期刊的表现优于中文期刊。生物科学、医药卫生领域的期刊对图片筛查提出的要求更高。在“研究数据公开”方面,部分天文学、地球科学刊物表现突出。【结论】 我国科技期刊在学术诚信控制机制上整体表现虽比2015年有进步,但与国际期刊相比仍有差距。建议期刊完善对学术诚信建设的内控管理,引入人工智能技术和大数据系统工具辅助监管,发挥期刊从业人员的主观能动性,以提高科技期刊学术诚信建设水平。

Abstract:

[Purposes] This paper aims to investigate the status quo of academic integrity construction in China's STEM (science, technology, engineering, medicine) journals, which is expected to serve as a reference for academic integrity construction of journals in China and boost the development of China's STEM journals. [Methods] With the methods of literature research and network research, the measures and policies for the control of academic misconducts in journals included in the Excellence Action Plan for China STM Journals were summarized and analyzed. [Findings] More English journals implement academic integrity policies such as academic misconduct (plagiarism) detection, picture screening, and potential conflict of interest statement than Chinese journals, but the exposure of responsible editor is in the opposite trend. Journals on biological science and medicine and health have higher requirements in picture screening. In the aspect of data accessibility, some journals on astronomy and earth science provide access links on related data. [Conclusions] Despite the improvement in mechanisms of academic integrity construction as compared with 2015, China's STEM journals still have a gap with international journals. Thus, they should enhance academic integrity construction by improving internal control management, introducing artificial intelligence technology and big data, and giving their initiative into full play.
