摘要：

【目的】 比较中英文学术期刊编委会运作效能的差异,分析原因,并提出改进之策。【方法】 通过数据库检索、网络查询、文献梳理等方法,搜集、整理、分析我国中英文期刊及期刊编委会的总体情况,再结合个体办刊经验,发现中、英文期刊编委会运作效能存在较大的差异,然后通过深度访谈中英文期刊主编和编委、图书情报管理专家,予以证实,对比中、英文期刊编委会的差异,并提出对策。【结果】 编委会是学术期刊对接学术资源的重要载体,地位和作用非常重要,当前中文期刊编委会建设总体绩效不尽如人意,主要原因是“准行政化”色彩浓厚,制度建设缺失,角色认知错位,编委作用虚化、弱化现象普遍存在。中、英文期刊编委会运作效能差异十分明显,高水平英文期刊和国内新创办的英文期刊编委会深度介入办刊流程,运作效能十分显著。【结论】 提高中文期刊运作效能,可以借鉴高水平英文期刊编委会运作经验,同时做好以下几个方面的工作：重拾服务学术、服务科研的本心和初心;改革体制机制,努力打造先进高效的出版平台;凝聚学术社群共识,制订编委会章程;在结群建群过程中,建设务实、精干、高效的编委会团队,从而为中国创建世界一流学术期刊提供智力支撑。

Abstract:

[Purposes] This paper aims to compare the effectiveness of the editorial boards of Chinese and English academic journals in China, analyze the cause for the differences, and propose measures for improving the editorial boards of Chinese academic journals. [Methods] Through the methods of database retrieval, network research, and literature research, we investigated the status quo of Chinese and English journals in China and the editorial boards. Then, the differences in effectiveness of editorial boards between English and Chinese academic journals were summarized based on experience of individual journals and semi-structured interview of editors-in-chief and members of the editorial boards of English and Chinese journals. Furthermore, we put forward suggestions for optimizing the editorial boards of Chinese academic journals. [Findings] Editorial board builds a bridge between academic journals and academic resources, and its position and roles are of great importance. The current editorial boards of Chinese academic journals are unsatisfying, due to the administerization, inefficient system, misunderstanding of the role, and marginalization of board members. The difference in the effectiveness of the editorial boards between Chinese and foreign academic journals is obvious. Editorial boards of high-level English journals and emerging English journals in China are deeply involved in the publication process. [Conclusions] Chinese journals should learn from the experience of English journals to improve the editorial board： remaining committed to the fundamental and original mission of serving academic and scientific research, reforming the system and mechanism to develop advanced and efficient publishing platform, pooling the ideas of academic community to formulate the editorial board charter, and building a practical and effective editorial board by continuous updating. Only in this way can the editorial board better serve the building of world-leading academic journals.
