摘要/Abstract

摘要：

【目的】 研究2019—2020年全球开放获取S计划中各利益方的利益需求、利益冲突和利益协调,为我国推进开放获取及参与S计划提供参考。【方法】 将S计划作为整体,采用调查研究法及利益相关者理论分析法对其进行研究。【结果】 S计划中共有S联盟、图书馆、出版商、科研人员和其他国家5个利益方,利益关系和冲突较复杂。在S联盟和图书馆的积极推进下,2019—2020年S计划取得了长足进展,各利益方均采取了一些利益协调措施来缓和冲突,但并未达到利益平衡,预计利益协调是一个较长期的过程。【结论】 随着参与S计划的国家数量不断增加,未来S联盟的规模很可能将进一步扩大,S计划的影响力也将随之提高,我国应尽快采取应对措施积极参与其中。

Abstract:

[Purposes] This paper studies the benefits sought, conflicts of interests, and interest coordination of stakeholders in the Plan S for global open access (OA) from 2019 to 2020, which is expected to serve as a reference for China to promote OA and participate in Plan S. [Methods] With the survey research method and Stakeholder Theory, Plan S was investigated as a whole. [Findings] Plan S involves five stakeholders: cOAlition-S, library, publisher, researcher, and others, with complex relationship and conflicts of interests. With the proactive efforts of cOAlition-S and library, Plan S made great progress from 2019 to 2020. Despite measures taken to coordinate the interests of the stakeholders, the balance of interests still has a long way to go. [Conclusions] With the increasing participants of Plan S, cOAlition-S is expected to scale up and the influence of Plan S also is sure to be improved. China should take vigorous measures to take part in it.
