摘要：

【目的】 明晰Plan S的发展方向以及国际出版商的应对策略,为我国参与国际开放获取运动提供参考。【方法】 通过网络调研和实地调研的方法,梳理国际出版商针对Plan S的回应态度以及行动措施,从出版商的发展策略角度总结Plan S的发展方向。【结果】 国际出版商对Plan S的初衷和宗旨表示支持,重点关注Plan S的时间限制、经济限制、权利限制以及全球化发展4个方面的问题。【结论】 Plan S在未来重点探索建立针对经济和权利限制的机制模型,并探索全球化发展路径。我国可在坚持知识平等获取的立场下,积极参与到相关研究中。

Abstract:

[Purposes] This paper aims to clarify the development trend of Plan S and the countermeasures of international publishers, which is expected to serve as a reference for China to respond the open-access (OA) initiative. [Methods] Through network research and research interview, international publishers' attitude towards and measures to respond Plan S were summarized and thereby the development trend of Plan S was concluded from the perspective of the publishers' development strategies. [Findings] International publishers applauded the original intention and purpose of Plan S and cared more about the four aspects of it: time limit, charge limit, right limit, and global development. [Conclusions] In the future, Plan S will focus on establishing a mechanism for charge and right restriction and exploring the paths for globalization. China can actively participate in relevant research while adhering to the standpoint of equal access to knowledge.
