摘要：

【目的】 深入总结近年来期刊开放获取(Open Access,OA)出版发展现状,为相关人员提供参考。【方法】 采用数据调研法、比较分析法、归纳法等,通过大量查阅网站、报告、政策,提取相关数据,对数据进行对比分析,总结梳理国内外OA期刊出版最新进展。【结果】 大型传统出版商已经通过给予OA选项和创办OA期刊等方式支持OA出版;完全OA出版商发展迅速,已经有多家中小型出版商出版了上千种OA期刊。OA网络平台发展迅速,OA论文的数量呈现大幅上升,质量也不断提高。国内外机构为推动OA发展采取了很多重要举措。【结论】 期刊OA出版已成为文献传播的主流机制,建议我国政府以第二大科研产出国身份,从政策、资金、研究、商业模式、舆论导向等方面,制定相关措施支持OA出版期刊的发展。

Abstract:

[Purposes] This study summarizes the development status of journal open access (OA) publishing in recent years in depth, and provides references for the relevant personnel. [Methods] We adopted data research method, comparative analysis method, and inductive method to comparatively analyze the relevant data extracted from websites, reports, and policies, and summed up and sorted out the development status of OA journals in the world. [Findings] Traditional publishers have been transformed to support OA publishing, and the main measures include supporting subscription-based journals publishing OA papers and creating new OA publishing journals. Full OA publishers have grown rapidly, and several medium-sized publishers have published thousands of OA journals. The OA network platform has developed rapidly, the number of OA papers has risen sharply, and the quality has been continuously improved. Many important measures have been taken by domestic and foreign institutions to promote the development of journal OA publishing. [Conclusions] Journal OA publishing has become the mainstream mechanism of document publishing. To support the development of OA journals, it is recommended that Chinese government should formulate measures in terms of policies, funds, researches, business models, and public opinion as the second largest scientific research output country.
