摘要：

【目的】 探讨中国医学期刊在国际竞争格局中面临的问题,探索实现自立自强的方法与发展路径,并提出政策建议。【方法】 结合中国医学期刊发展现状,分析并揭示其面临的困境。从国家基础设施建设和出版机构生态构建2个方面提出构建策略和政策建议。【结果】 中国医学期刊面临着学术成果外流、内容组织及出版能力不足、评价体系错位等原因造成的学术话语权危机。本研究借鉴国际经验,提出具有创新性和可操作性的实践路径和政策建议。在国家层面,应积极推进医学期刊资源及研究成果大数据中心、国家医学知识服务平台建设,探索评价体系创新。出版机构应推进期刊集群与技术创新协同发展,重视本土学术创新,加快英文新刊建设等工作。【结论】 中国医学期刊自立自强是国家科技治理能力现代化的一部分,医学期刊需要构建具有中国特色的自主可控医学知识生产-传播-应用闭环体系,通过政策支撑、技术创新、生态协同三维驱动,实现知识策源、范式创新、智能引擎等方向的转变,完善学术出版价值链,建立更开放的医学学术交流生态系统。

Abstract:

[Purposes] To explore the problems faced by Chinese medical journals in the international competitive landscape, seek methods and development paths to achieve self-reliance and self-strengthening, and put forward policy suggestions. [Methods] Combining with the current development situation of Chinese medical journals, this paper analyzes and reveals the dilemmas they are facing. Strategies and suggestions are proposed from the aspects of national infrastructure construction and the ecological construction of publishing institutions. [Findings] Chinese medical journals are confronted with the crisis of academic discourse power caused by reasons such as the outflow of academic achievements, insufficient content organization and publishing capabilities, and the misalignment of the evaluation system. Drawing on international experience, this study puts forward innovative and practical paths and policy suggestions. At the national level, it is necessary to actively promote the construction of a big data center for medical journal resources and research achievements and a national medical knowledge service platform, and explore the innovation of the evaluation system. Publishing institutions should promote the coordinated development of journal clusters and technological innovation, attach importance to local academic innovation, and accelerate the construction of new English journals. [Conclusions] The self-reliance and self-strengthening of Chinese medical journals is a part of the modernization of the national scientific and technological governance capacity. Medical journals need to build an independent and controllable closed-loop system of medical knowledge production, dissemination and application with Chinese characteristics. Through the three-dimensional driving of policy support, technological innovation and ecological coordination, they should realize the transformation in the directions of knowledge source, paradigm innovation, intelligent engine, etc., improve the academic publishing value chain, and establish a more open medical academic communication ecosystem.
