摘要:

【目的】基于“中国科技期刊卓越行动计划”高起点新刊eLight的案例研究,总结普适性经验,为我国在新形势下创办英文科技新刊提供参考,助力我国建设世界一流科技期刊阵地。【方法】围绕新形势下新刊国际影响力建设渠道少、成本高,我国科技期刊话语权弱势以及科学家向心力不足的问题,梳理eLight创新实践,分析实践成效,提炼普适性经验。【结果】以领军期刊及集群等优质学术资源为龙头带动新刊建设,可以帮助新刊高效迅速建立国际影响力;围绕科技出版的国际形势与科学家核心需求发声,有助于建立期刊话语权;加强权责、制度与工作流程的创新和细化,开拓期刊与科学家互利资源,建立多维度评估体系,可助力拓展科学家关系。【结论】我国应充分利用领军期刊及集群等优势,发挥优质资源带动作用,加强我国科技期刊群体发声与价值观输出,营造科学家社区,促进出版资源集聚,提升我国科技期刊话语权,以实现高效的世界一流科技期刊阵地建设。

Abstract:

[Purposes] Based on the case study of the high-profile new journal eLight included in "Excellence Action Plan for China STM Journals", this study summarizes the transferable experiences for establishing new English scientific journals in China under the new situations, aiming to support the development of world-class scientific journal clusters in China. [Methods] To address the challenges of limited channels and high costs for establishing global visibility for new journals, as well as weak discourse power in Chinese scientific journals and insufficient centripetal force among scientists, we presented the innovative practices of eLight, analyzed the effects of these practices, and extracted transferable experiences. [Findings] Utilizing leading journals and clusters of high-quality academic resources as a driving force can help new journals quickly and efficiently gain international influence. Addressing global scientific publishing issues and the core needs of scientists can aid journals in establishing discourse power. Furthermore, innovatively refining rights, responsibilities, and working mechanisms, exploring mutually beneficial resources for journals and scientists, and implementing multidimensional evaluation systems can enhance engagement with scientists. [Conclusions] China should fully leverage the advantages of leading journals and journal clusters to maximize the impact of elite resources, strengthen the voice and value output of its scientific journals, foster a scientific community, promote the aggregation of publishing resources, and enhance the discourse power of Chinese scientific journals, thereby achieving the efficient development of world-class scientific journal clusters.
