摘要：

【目的】 构建中国科技期刊国际化程度评价体系，对受“中国科技期刊卓越行动计划”资助的10种期刊进行评价，为我国科技期刊冲击世界一流提供建议。【方法】 采用统计分析法，应用Fuzzy DEMATEL-ANP方法计算出国际化程度的权重，应用VIKOR方法评价受资助的10种期刊，得出10种期刊国际化程度的绩效表现值与期望差距值。【结果】 10种期刊中，国际化绩效表现值与期望差距值排名前3的期刊为Cell Research（0.199，0.801）、Signal Transduction and Targeted Therapy （0.190，0.810）、International Journal of Oral Science （0.144，0.856）。基于期望差距值可知，当下国内科技期刊虽然出版流程国际化、出版影响效果初显，但影响力停留在国内或华人圈，未获得世界科学家的普遍认同，出版人才国际化、出版经营国际化程度与世界一流期刊标准差距较大。【结论】 根据国际化程度结构影响关系，提出办刊策略。宏观层面上，国际化期刊要客观审视与提高出版影响国际化，优先发展出版人才国际化，重视出版运营国际化，巩固出版流程国际化。具体施策上，国际化期刊要提高国际出版人才比例与质量、开放获取程度、国际化出版标准、市场化程度等，解决科技期刊国际化的现存问题。

Abstract:

[Purposes] This paper aims to build an evaluation system for the internationalization degree of Chinese scientific journals, evaluate 10 Chinese journals funded by the Excellence Action Plan for China STM Journals, and provide suggestions for building world-class Chinese scientific journals. [Methods] Statistical analysis was adopted, and the Fuzzy DEMATEL–ANP method was applied to obtain the weighted values of the internationalization degree. VIKOR method was used to evaluate the 10 journals. The performance values and aspiration gap values of internationalization degrees were obtained. [Findings] The top three journals among the 10 journals in terms of the performance values and aspiration gap values of internationalization degrees are Cell Research (0.199, 0.801), Signal Transduction and Targeted Therapy (0.190, 0.810), and International Journal of Oral Science (0.144, 0.856), respectively. The aspiration gap values show that despite desired outcomes in the internationalization of the publishing process and publishing effect, the international influence of Chinese scientific journals is still limited within the academic community of Chinese scholars. They are not widely recognized in the global scientific community. Meanwhile, the internationalization degree of publishing talents and publishing operations is far behind that of world-class journals. [Conclusions] According to the influence relationship of internationalization degree structure, this paper puts forward the strategy of running a journal. At the macro level, it is necessary to objectively examine and improve the internationalization of publishing influence, give priority to the internationalization of publishing talents, focus on the internationalization of publishing operations, and enhance the internationalization of the publishing process. In terms of specific measures, international journals should improve the international scale and quality of publishing talents, the degree of open access, the internationalization of publishing standards, and the degree of marketization, so as to solve the existing problems of the internationalization of scientific journals.
