摘要:
【目的】 构建区块链技术与开放同行评议融合模式,解决开放同行评议模式当前存在的痛点问题,探索高质量科技期刊学术评议体系。【方法】 通过分析开放同行评议模式的必要性及面临的问题,结合区块链技术和星际文件系统(Inter Planetary File System,IPFS)技术的特点,构建区块链技术与开放同行评议融合模式。【结果】 将区块链和IPFS技术应用至开放同行评议模式,通过智能合约和通道功能有效解决参与评议各方的身份认证及参与范围等问题,并提出“无形”和“有形”的两种激励机制,在提升各参与方积极性的同时形成有效制约。【结论】 区块链技术能够有效解决当前开放同行评议存在的部分难题,在提升公平性、公开性的同时,有效保障各方信息的安全性及隐私性。然而,融合模式的真正实施落地仍任重道远,需在政策、基础设施以及技术等层面深入研究。

Abstract:
[Purposes] This study aims to build a fusion mode of blockchain technology and open peer review, solve some problems existing in the open peer review mode, and explore a high-quality academic review system for scientific journals. [Methods] By analyzing the necessity and problems of open peer review mode and the characteristics of blockchain and IPFS technologies, the fusion mode of blockchain technology and open peer review was constructed. [Findings] By applying blockchain and IPFS technologies to an open peer review mode, the problems of identity authentication and participation scope of all parties involved in the review are effectively solved through smart contracts and channel capabilities. Two intangible and tangible incentive mechanisms are put forward, forming effective constraints while enhancing the enthusiasm of all parties involved. [Conclusions] Blockchain technology can effectively solve some problems existing in the current open peer review. While ensuring fairness and openness, it can also effectively ensure the security and privacy of information of all parties involved. However, there is still a long way to go before the fusion mode is implemented, which needs in-depth study in terms of policy, infrastructure, and technology.
