学术期刊防治学术不端行为的策略及启示——以《图书情报工作》为例

Strategies for preventing and controlling academic misconduct by academic journals and the enlightenment: Taking Library and Information Service as an example

摘要:

【目的】 探讨学术期刊的学术不端行为防治策略,为期刊完善学术不端防治体系提供参考。【方法】 运用管理控制理论分析学术期刊的学术不端防治体系,按照管理控制时机,从期刊出版的前期、中期和后期三个维度进行分析。通过网络调研和文献分析法,对《图书情报工作》的“三期治理”策略进行总结和提炼。【结果】 《图书情报工作》的“三期治理”策略体现在:前期防控——坚持正面教育引导,强化学术诚信自律;中期管控——严控编辑出版过程,规范相关主体行为;后期治理——查处学术不端行为,加大违规惩处力度。【结论】 可通过强化联盟化防控机制、优化稿件全流程管控机制、细化编辑职业发展机制和深化技术辅助研判机制等策略,完善期刊的学术不端行为防治体系。

Abstract:

[Purposes] This paper explores the strategies for preventing and controlling academic misconducts in academic journals, which is expected to provide a reference for improving the governance of academic misconducts. [Methods] Based on management control theory, the system for preventing and handling academic misconducts in the early, middle, and late stages of publication were analyzed. Through network research and literature analysis, the strategies of Library and Information Service for the three stages were summarized. [Findings] Library and Information Service emphasizes the early education and guidance to strengthen academic integrity and self-discipline, strictly controls the editing and publishing process with clear responsibility for each relevant subject, and checks academic misconducts with severe punishment. [Conclusions] Journals can enhance the prevention and handling of academic misconducts by establishing a system for sharing information on academic misconducts among journals, optimizing the whole-process control of article processing, adopting measures to incentivize editors, and making full use of technology.
