中国科学院四类机构改革中新兴前沿学科布局下的期刊结构优化建议

Suggestions on structure optimization of journals for the new and advanced discipline layout in the four-type institutional reform of Chinese Academy of Sciences

【目的】 紧跟中科院四类机构分类改革态势,促进中科院主办期刊更加及时地进行结构优化和布局调整,使其尽可能全面地覆盖四类机构改革中的重要前沿领域和新兴交叉学科增长点,从而推动全院新兴优势学科的持续发展。【方法】 搜集和梳理目前已经正式获批筹备/启动的60 个四类机构所聚焦的最新学科布局以及全院现有的97个单位主办的358种期刊所涉及的学科领域,并对上述两套数据进行半定量化相关性比对;分析优势学科发展的新趋势、新需求,挖掘出现有期刊的学科领域空白,探索创办精品期刊的潜在资源,从而对中科院科技期刊未来几年可实施的期刊结构优化提出理论依据。【结果】 目前中科院科技期刊的学科方向结构布局较为良好,相对于四类机构所聚焦的重点学科领域的覆盖度较高,但已经筹建/启动的四类机构所聚焦的重点学科领域中仍存在一定期刊选题空白。可考虑进行办刊策略调整或者有一定潜力布局新刊的学科方向主要有量子科技、海洋技术、区域大气环境、干细胞与再生医学、精密测量科学与技术。【结论】 中科院主办期刊应及时响应我国科学技术快速发展的趋势,通过期刊结构优化在重点前沿学科的空白领域抓住办刊先机,为全院的科技创新助力。

Abstract:

[Purposes] This paper aims to keep up with the situation of the institutional classification reform in Chinese Academy of Sciences (CAS), and promote the structural optimization of journals that sponsored by CAS, so as to fully cover the important frontier fields and interdisciplinary growth points emerged in the four-type institutional classification reform, and thereby ensure the sustainable development of the advantageous research fields in CAS. [Methods] Through collecting and analyzing the latest academic subject layouts in the 60 institutions that have been officially launched and approved, as well as the subject areas involved in the 358 CAS journals, we compared and studied the semi-quantitative correlation analysis between the above two sets of data. Aiming at the blank fields of the journals, we explored the potential resources for founding new quality journals, and thus provided a theoretical basis for new-journal strategies and the structure optimization of CAS scientific journals. [Findings] The current subject layouts in CAS scientific journals are relatively good and their coverage to the key research fields condensed by the four-type institutions is relatively complete. However, there are still some blank journal topics, and the potential subjects for layout adjustment or establishing new journals are quantum science and technology, marine technology, regional atmospheric environment, stem cells and regenerative medicine, and precision measurement science and technology. [Conclusions] The CAS journals should respond to the rapid development of science and technology in China in a timely manner, and seize the opportunity for journal operation in the blank areas of key frontier disciplines through structure optimization, so as to facilitate the scientific and technological innovation in CAS.
