学术论文出版后信息变更的可回溯管理

Retrospective management of information changes after publication of academic papers

摘要:

【目的】减少包含不当信息的成果对后续研究的困扰和误导,为知识管理、学术评价和诚信建设提供数据支持和系统性方案。【方法】分析学术论文出版后信息变更的原因、类型及存在问题,根据论文存在问题的严重程度,把论文的信息变更分为更正、撤回与替换、部分撤回、整体撤回、论文删除等类型。基于档案管理信息系统理论,构建具有数据分析和预警功能的可回溯管理体系。【结果】明确可回溯管理制度的责任主体、建档内容、档案的保存与使用、学术论文不同版本间的超链接方式和责任归属等,实现变更行为可回放、重要信息可查询、问题责任可确认。【结论】论文出版后信息变更的可回溯策略,实现不同版本论文间的超链接,减少错误信息对人类知识库的污染和干扰,有利于学术诚信治理的长效机制的形成:从个别发现到系统排查、从被动撤稿到主动申请、从惩罚到防范,起到规范和威慑的作用。

Abstract:

[Purposes] This study aims to reduce the confusing and misleading consequences brought about by the research concerning the inappropriate information over the follow-up research, and to provide a support and systematic scheme for knowledge management, academic evaluation, and academic integrity construction. [Methods] The study was devoted to identifying the causes and the types of information changes along with the existing problems that occurred after the publication of academic papers; based on the seriousness of the existing problems, information change could be categorized into different types such as correction, withdrawal and replacement, partial withdrawal, overall withdrawal, and deletion. In addition, based on the theory of archive management information system, a retrospective management system with data analysis and early warning functions was constructed. [Findings] This study further clarifies the elements involved in the retrospective management system, including the subject of responsibility, the archiving contents, the preservation of archive and its use, the hyperlinks among the different versions of academic papers, and the attribution of responsibilities, to enable the moves for information change to be located, the important information to be checked, and the problems to be accountable. [Conclusions] The retrospective strategies for information change after the publication of the paper are conducive to the shifting via hyperlinks among different versions of papers. The adoption of these strategies will eliminate the possible influence of mistaken information on the human knowledge base and it helps to shape a long-term mechanism of academic integrity governance taking place across different planes, such as from individual detection to systematic investigation, from passive rejection to active request, from punishment to prevention.
