Abstract:

[Purposes] We study the use history, roles, and shortcomings of policy tools for scientific journals in China and propose suggestions on the polices to promote the management and development of Chinese scientific journals. [Methods] A two-dimensional analysis framework of policy tools was established and the documents of policies on scientific journals in China were collected, sorted, coded, and quantitatively analyzed. [Findings] Multiple policy tools have been used in China's scientific journal policies, covering various aspects of the scientific journal industry. However, the type and frequency of policy tools used are significantly different at different times, and the tools used are uneven among the systems. [Conclusions] A reasonable policy can effectively vitalize the scientific journal industry and reform in the scientific journal industry through the optimization of policy structure can help integrate the resources for the development of scientific journals and improve the quality and influence of scientific journals in China.

【目的】 研究我国科技期刊政策工具使用的历程、作用与不足,提出促进中国科技期刊治理和发展的政策建议。【方法】 在建立政策工具二维分析框架的基础上,对我国科技期刊政策文件进行收集、整理、编码和量化分析。【结果】 我国科技期刊政策兼顾了多种政策工具的运用,内容涉及科技期刊产业的各个方面,但存在政策工具使用时间差异较大、总体应用频率差异较大,体系分布不够均衡等特点。【结论】 制定合理的科技期刊政策可以有效地激发产业活力,通过政策结构的优化对科技期刊产业进行改革,有助于整合科技期刊发展所需的要素和资源,提升我国科技期刊的质量和影响力。
