Abstract:

[Purposes] This paper aims to interpretate the paper suggestions on how to further strengthen and improve published works in university for the purpose of focusing on the four key points.[Methods] We picked out the key point out of the four suggestions,and took foresights on the base of the scientific journal situation. [Findings] The journal reform needs integrated planning and harmonization of the governmentand industry association,the developmentof professional skills and the enrichmentof the background varieties of the editors,putting the digital publication into the evaluation system,and refining policy and countermeasures of copyright protection.[Conclusions] Innovation of publishing needs not only the guide of managers,but also the cooperation of practitioners.

【目的】 以教育部出台的《教育部：关于进一步加强和改进高校出版工作的意见》（以下简称《意见》）进行剖析和解读,强调科技期刊出版部门未来工作的四个着力点。【方法】 对《意见》中提出的四条意见择重点加以分析,结合科技期刊出版现状进行思考。【结果】 期刊改革需要行政主管部门或行业协会整体规划、沟通协调;拓展专业素养和人才构成的多样性;将数字化文献指标引入科研评价;优化著作权保护的条例。【结论】 出版业的改革,既需要自上而下的统领和指导,也需要自下而上的努力和配合。
