摘要:

【目的】 立足于当下数字科研基础环境,面向科研生命周期,调研剖析区块链技术在科技期刊全过程出版中的应用场景。【方法】 遴选国内外典型的“区块链+出版”服务创新案例,从科技期刊全过程出版中的用户需求和现实问题出发,分别从科研要素、同行评议、贡献认定、科研评价、科研诚信5个方面梳理分析科技期刊全过程出版中面临的问题与挑战,归纳总结“区块链+出版”的全过程解决方案。【结果】 综合宏观环境分析模型和态势分析模型,构建PEST-SWOT矩阵,分别从政策、经济、社会和技术4个维度分析我国“区块链+全过程出版”发展的优势、劣势、机会和威胁。在此基础上提出增长型策略(优势-机会)、扭转型策略(劣势-机会)、防御型策略(劣势-威胁)以及规避型策略(优势-威胁)。【结论】 区块链技术能够在科技期刊全过程出版中充分发挥优势,本研究成果可为区块链在我国科技期刊改革发展中更好更快发展提供较为全面而客观的理论依据。

Abstract:

[Purposes] This paper aims to analyze the application scenarios of blockchain in the lifecycle publishing of scientific journals. [Methods] With the typical "blockchain+publishing" cases, we analyzed the problems and challenges in the lifecycle publishing of scientific journals from research elements, peer review, contribution identification, scientific research evaluation, and scientific research integrity based on user needs and practical problems and summarized the solutions to the lifecycle publishing with "blockchain+publishing". [Findings] In this paper, the macro-environment analysis model (PEST) and the situation analysis model (SWOT) were used to construct the PEST-SWOT matrix. On this basis, the strengths, weaknesses, opportunities, and threats of the development of "blockchain+scientific lifecycle publishing" in China were analyzed from four dimensions: politics, economy, society, and technology. Thereby, we proposed the growth strategy (strength-opportunity), reversal strategy (weakness-opportunity), defensive strategy (weakness-threat), and circumventing strategy (strength-threat). [Conclusions] Blockchain can give full play to its advantages in the scientific lifecycle publishing of scientific journals, and the findings in this paper lay a theoretical basis for the application of blockchain in the reform and development of scientific journals in China.
