创办国际数据期刊的实践与思考——以Big Earth Data为例

摘要:

【目的】 探讨创办国际数据期刊的重要意义与实践途径,以期为我国数据期刊的发展提供参考。【方法】 结合Big Earth Data的创办和出版实践,阐述创办国际数据期刊的必要性与可行性,梳理数据期刊出版政策框架,分析数据期刊发展过程中面临的挑战并提出针对性建议。【结果】 Big Earth Data顺应全球科学数据共享的大趋势创办国际化数据期刊。目前Big Earth Data已建立了较为完善的数据论文投审稿流程,并在数据存储、数据论文标准与格式、同行评议和作者权益管理4个方面制定了数据论文出版政策。【结论】 建设国际数据期刊有利于提升科技期刊的影响力,有助于推动科学数据的共享与传播。相关政府部门、科研资助机构、国内科技期刊应重视数据共享与出版政策的研究与实践,加快推进我国数据期刊的发展。

Abstract:

[Purposes] This paper aims to discuss the importance and introduce the implementation details in establishing international data journals, and expects to provide references for China's journals in the publishing of data articles. [Methods] Taking the publishing practice of Big Earth Data as an example, we illustrated the necessity and feasibility of creating and operating a data journal, summarized the characteristics and publishing policies of data articles, analyzed the challenges that the data journals faced, and proposed the countermeasure to solve the problems in current stage of development. [Findings] The operation of Big Earth Data is in line with the global trend of scientific data sharing. Big Earth Data has set up a complete workflow for submission and peer review of the data articles and formulated policies on data storage, the content and structure of data articles, peer-review criteria, and author rights. [Conclusions] Establishing data journals is beneficial to enhance the impact of scientific journals and promote the opening and sharing of research data. To accelerate the pace of the development of China's data journals, government bodies, research funders, and journal editors should attach importance to the study and practice of data sharing and data publishing.
