【目的】 针对目前我国审稿人激励措施存在的问题,拟构建本土化的审稿人积分激励机制,为优化我国学术期刊审稿人激励机制提供参考。 【方法】 对Publons平台进行案例分析,结合我国审稿人工作现状构建本土化审稿人积分制。 【结果】 审稿人积分制具有审稿贡献的量化与统一、审稿意愿的自主与互动、审稿履历的记录与评价等优势,可将审稿工作转化为可量化的产出,反映审稿人的态度与积极性,可被逐渐应用于科研评价;审稿人积分制在我国实施推广需要解决积分平台的构建、相关主体打分动力的激发、积分的客观公正性、积分使用过程中的信息安全、积分推广的循序渐进性等问题。 【结论】 基于我国学术期刊审稿人工作现状,借鉴Publons平台经验,通过与国内现有采编系统、期刊出版单位合作,建立本土化的审稿人积分制及其实施流程,互认、推广审稿人积分,以积分制管理方式激发审稿人积极性,提升审稿质量与效率,促进期刊健康发展与学术进步。
[Purposes] In view of the limitations of current incentive measures for reviewers in China, this paper constructs the points system, which is expected to serve as a reference for optimizing the incentive mechanism for academic reviewers in China. [Methods] This paper first analyzed the Publons platform and then constructed the localized points system for reviewers in the light of the current basic conditions in China. [Findings] The points system unifies the quantification of reviewers' contributions, arouses the initiative of reviewers, and makes it convenient to record the reviews and evaluate the review contribution, further reflecting reviewers' attitude and allowing the inclusion of peer review into scientific research evaluation. To put the reviewers' points system into practice, we should construct the corresponding platform, stimulate the scoring, ensure objective fair scoring, guarantee information security, and take our time. [Conclusions] Based on the current situation of academic peer review in China, the experience of the Publons platform, and the available editing systems and journal publishing units in China, a localized reviewers' points system was established and the implementation process was proposed, which can achieve the mutual recognition and promotion of reviewers' points. The points system can stimulate the enthusiasm of reviewers, improve review quality and efficiency, and promote the development and academic progress of journals.
