目的 为保障编委会结构合理、运行高效、能充分发挥国际编委作用,以《岩石力学与岩土工程学报》（英文版）为例,探讨第二届编委会的换届原则、方法和措施。方法 以上一届编委会为基础,遵循编委专家对学报贡献的大小而有目的地换届,既保持编委队伍稳定性,又坚持合理的海外编委比例。结果 在遵循“精简编委,编委干实事”的原则下,既要保持编委队伍的连续性、权威性和稳定性,又要适当补充中青年专家,留任一定数量学术地位较高的老一辈专家。编委专业覆盖面要广,地区代表性要强,要充分考虑各方发展均衡,做出合理换届方案。结论 经过本次编委换届,既保持编委队伍的连续性,又激发编委队伍的活力,可为学报发展奠定良好基础。
[Purpose] In order to maintain the adequate structure,high operation efficiency,and well-recognized function of editorial board（EB）,we take the‘Journal of Rock Mechanics and Geotechnical Engineering’（JRMGE）as research background,try to analyze the implementation of the second EB of JRMGE,including the basic principles,methods,andmeasures in association w ith detailed processes.[Methodology] The second EB of JRMGE is constructed w ith inclusion of partmembers of the previous EB,where their contributions made to the journal are considered.In addition,the ratio of oversea members and high-efficient operation EB team should bemaintained.[Findings] We follow the instruction of‘Reasonably reduce the EB number and remain those in terms of high contributions’.In this regard,the continuity and the integrity of EB can bemaintained for the editorial team w ith respect to authority and stability.Moreover,we invite high-activity young experts in this field across the world,and keep a lim ited number of older academ ics and/or older experts.The EB should also cover a w ide range of professional and representative areas.Of course,full consideration should be given to the balanced parties in consideration of their development,while preparing for a reasonable scheme.[Conclusions] The results show that after the refreshment of the second EB for JRMGE,we not only keep the continuity of the EB members,but alsomotivate their vitality in terms of academ ic activities.It is rather acceptable,which can lay a good foundation for the further development of JRMGE,and also for sim ilar academ ic journals.
