高校学术期刊集群化发展的实践路径——以重庆大学学术期刊集群为例

Practical pathways for the cluster development of university academic journals:taking Chongqing University academic journal cluster as an example

摘要:

目的 探讨高校学术期刊集群化发展的内在机制与实践策略,提炼具有普适性的经验范式,提供可操作的行动指南。方法 以重庆大学学术期刊集群为典型案例,综合运用文献调研、政策文本分析、归纳演绎等方法,系统分析其政策环境、资源条件与发展策略,解构其从顶层设计到具体实践的全过程。结果 重庆大学通过构建学术期刊“四高”体系,以顶层设计引领方向,以学科优势锚定定位,以人才队伍积蓄动能,以数字平台赋能传播,在政策保障、学科引领、人才支撑、传播效能等方面推动期刊集群建设,为高校学术期刊从分散办刊走向集群发展提供了可资借鉴的实践路径。结论 重庆大学构建的“高标准保障→高质量出版→高水平支撑→高效能传播”体系,形成了一条具有高校特色的期刊集群化发展路径。高校学术期刊集群建设是一项系统工程,破解“集而不群”难题,必须加强集约化管理、专业化办刊,整合人力、出版、学术资源,提升传播能力,从而获得可持续发展的内生动力,推动我国学术期刊从“数量增长”走向“质量跃升”,为建设科技强国、提升文化软实力、构建中国自主知识体系作出更大贡献。

Abstract:

Purposes This study explores the internal mechanisms and practical strategies underpinning the cluster-based development of university academic journals, seeks to distill generalizable experiential paradigms, and aims to offer actionable guidelines for institutional practice. Methods Taking the academic journal cluster of Chongqing University as a representative case, this study systematically investigates its policy context, resource conditions, and developmental strategies through an integrated approach encompassing literature review, policy document analysis, and inductive-deductive reasoning, thereby deconstructing the complete trajectory from strategic top-level design to operational practice. Findings Chongqing University has constructed a “Four-High”system,high-standard safeguards, high-quality content, high-caliber talent, and high-efficiency communication,to drive its journal cluster development. Guided by top-level design, anchored in disciplinary excellence, energized by talent cultivation, and amplified by digital platforms, this approach has advanced the cluster across policy, discipline, talent, and dissemination dimensions, providing a practical and transferable pathway for university academic journals to evolve from isolated single-journal operations to integrated cluster development. Conclusions The “high-standard guarantees→high-quality publishing→high-level support→high-efficiency dissemination”framework developed by Chongqing University has created a university-characteristic pathway for high-quality journal cluster development. Achieving such quality development in university academic journal clustering is a systemic challenge. To break free from the “clustered in name but disintegrated in practice” dilemma, it is essential to advance intensive management and specialized journal operation, consolidate human, publishing, and academic resources, elevate dissemination capabilities, and steer China’s academic journals from quantitative expansion toward qualitative advancement. This will enable greater contributions to the construction of a sci-tech powerhouse, the enhancement of cultural soft power, and the development of China’s independent knowledge system.
