摘要：

目的 系统总结国际钻石开放获取的实践进展，为我国发展钻石开放获取提供参考。 方法 采用案例分析、网络调研与文献调研等方法，梳理重要国际组织及主要国家发展钻石开放获取的实践举措，总结当前实践进展。结果 国际科学界正在积极推进钻石开放获取发展，相关实践主要涵盖运营与治理机制分析、经费支持模式探索、基础设施平台建设、质量标准建设、能力中心建设等方面，有利于提升钻石OA期刊出版传播能力、促进其可持续发展。结论 我国可顺应国际发展趋势，通过开展系统调研、优化公共科研资金配置、建设开放学术交流平台、制定质量评估标准、多方协同推进能力建设等举措，促进我国钻石开放获取发展。

Abstract:

Purposes To systematically summarize the international practices in diamond open access and provide references for the development of diamond open access in China. Methods Case analysis， web-based investigation， and literature review were employed to examine the practices of major international organizations and leading countries in promoting diamond open access and to summarize recent practical developments. Findings The international scholarly community is actively advancing the development of diamond open access. Current practices mainly focus on operational and governance mechanisms， funding models， infrastructure platform development， quality standards， and capacity building， which contribute to enhancing the publishing and dissemination capacity of diamond OA journals and promoting their sustainable development. Conclusions China should follow international trends in promoting diamond open access by conducting systematic investigations， optimizing the allocation of public research funding， developing open scholarly communication platforms， establishing quality assessment standards， and strengthening capacity building through multi-stakeholder collaboration， thereby advancing the development of diamond open access in China.
