摘要:
目的 高校智库在建设路径方面已积累了较为丰富的经验,通过分析高校智库建设成功经验,为科技期刊进一步提升智库功能能力提供可借鉴的建设路径。 方法 以大连理工大学智库建设作为典型案例,系统地剖析其依托优势学科、组建专业团队、获取学校系统性支持的典型举措与成功经验,结合科技期刊的自身属性与功能定位,提出推动科技期刊智库建设的可行路径。 结果 科技期刊可从重构“议题引领”为核心的科技期刊智库内容生产模式,打造一支以“专家网络”为内核的科技期刊智库研究团队,争取主办单位为科技期刊“多元赋能”提供系统性支持,3条路径来提升科技期刊智库功能能力。 结论 科技期刊通过内容生产模式、人才组织方式、保障机制的全面优化来实现科技期刊智库的“知识策源地”与“决策建言者”的功能能力提升提供实践借鉴。

Abstract:
Purposes University-based think tanks have accumulated substantial experience in development pathways. By analyzing the successful experiences of university think tanks, we can provide referenceable development pathways for scientific journals to further enhance their think tank capabilities. Methods Taking Dalian University of Technology's think tank development as a case study, this paper systematically analyzes its exemplary measures and successful experiences in leveraging disciplinary strengths, establishing specialized teams, and securing systematic institutional support. By integrating the inherent characteristics and functional positioning of scientific journals, it proposes feasible pathways to advance the think tank transformation of scientific periodicals. Findings Scientific journals can enhance their think tank capabilities through three pathways: restructuring their content production model around “topic-driven leadership”, building research teams centered on “expert networks”, and securing systematic support from sponsoring organizations for “multi-faceted empowerment”. Conclusions Scientific journals offer practical insights into enhancing the capabilities of think tanks within the scientific journal ecosystem as both “knowledge generators” and “policy advisors” through comprehensive optimization of content production models, talent organization methods, and support mechanisms.
