Operation mode of international preprint platforms

摘要: 【目的】 分析国际预印本平台的运行模式,为我国预印本平台的发展提供借鉴。【方法】 运用网络调研和案例研究法,对15个国际主要预印本平台进行调研分析,主要研究其组织架构、审核队伍建立方式、系统搭建、经费保障模式等方面。【结果】 国际预印本平台通过建立咨询委员会和审核员审稿制度实现共同治理;通过构建流畅的工作流实现流程规范;借助专业基础设施搭建稿件系统,实现平台建设;通过与期刊论文发表结合实现正式与非正式学术交流的互联互通;通过开创多来源的资金获取渠道实现经费保障。【结论】 我国预印本平台应关注以下5点:建立咨询委员会,打造预印本学术交流生态;推动期刊开启论文预发布模式,形成开放出版新业态;强化科研论文“中国首发”,确认预印本优先权;突出中国特色的学科优势,打造专业性国际平台;发挥公益性组织和学术团体优势,探索预印本平台的运行模式。

Abstract:

[Purposes] This paper aims to analyze the operation mode of international preprint platforms and provide references for the development of preprint platforms in China. [Methods] The online survey and case study method were used to investigate and analyze 15 major international preprint platforms. The study primarily focused on their organizational structure, review team establishment methods, system development, and funding models. [Findings] The international preprint platforms achieve collaborative governance through the establishment of advisory committees and the reviewer system; ensure process standardization by building smooth workflows; build manuscript systems with the help of professional infrastructure to facilitate platform construction; enable formal and informal academic exchanges through integration with journal papers; achieve funding security through various channels to support the platforms. [Conclusions] Preprint platforms in China should pay attention to the following five points: establishing advisory committees to create an ecosystem for preprint academic exchanges; promoting journals to adopt preprint publication modes to foster new forms of open publishing business; emphasizing "first release in China" for research papers to establish preprint priority; highlighting China's disciplinary advantages to build specialized international platforms; leveraging the advantages of nonprofit organizations and academic communities to explore the operation mode of preprint platforms.
