摘要：

【目的】 深入研究老一辈科学家的科技期刊办刊理念,推动世界一流科技期刊建设。【方法】 基于1978年钱伟长与唐立民、王仁联名向中国力学学会理事会提出的《关于力学期刊的出版问题的建议》,以及他主持创办《应用数学和力学》(中、英文版)的实践,研究和总结钱伟长的科技期刊办刊理念。【结果】 基于多年的科技期刊工作实践,钱伟长形成了独特的科技期刊办刊理念:确立编委会组建原则,明晰编委职责权利;以期刊为平台,发现培养青年人才;改革审稿制度,确保选稿透明公正;专辟讨论栏目、举办学术讲座,推动开放办刊;首创期刊双语出版模式,提升期刊国际影响力。【结论】 钱伟长基于多年科技期刊工作实践所形成的独特的科技期刊办刊理念,使《应用数学和力学》(中、英文版)成绩斐然,同样对当今科技期刊的办刊人员也有现实指导意义。

Abstract:

[Purposes] This study analyzes the philosophy of running scientific journals by the world-renowned Chinese scientist Qian Weichang, which is expected to promote the building of world-leading scientific journals. [Methods] According to the proposal of Qian Weichang, Tang Limin, and Wang Ren to the council of Chinese Society of Theoretical and Applied Mechanics in 1978 "Suggestions on the Journal Publications on Mechanics", and Qian Weichang's efforts in managing Applied Mathematics and Mechanics (Chinese and English version), we summarized Qian's philosophy on running scientific journals. [Findings] With years of experience on scientific journals, Qian has unique philosophy in journal management: clarifying the principle for establishing editorial board with clear roles and responsibilities of the members, discovering and training young talents via journals, reforming the manuscript review system to ensure the transparency and fairness in the selection of manuscripts, designing the special column for discussion and organizing academic seminar to promote the opening-up, and being the first to build the bilingual journal so as to augment the journal's international influence. [Conclusions] Qian Weichang's unique philosophy in running scientific journals has made Applied Mathematics and Mechanics (Chinese and English version) a remarkable journal, which can guide the development of scientific journals today.
