摘要:
【目的】 调查分析学术期刊执行推荐性国家标准的影响因素,提出促进学术期刊严格执行推荐性国家标准的对策与建议。【方法】 以计划行为理论为基础,运用访谈法对6名学术期刊的管理者从执行推荐性国家标准的行为态度、主观规范、知觉行为控制三个维度进行访谈。【结果】 学术期刊管理者对待推荐性国家标准的态度、政府部门和行业协会的指令性规范、知名同行的示范性规范对学术期刊严格执行推荐性国家标准具有较大的促进作用;推荐性国家标准在可用性、易用性、可获得性等方面不够完善,不利于学术期刊严格执行推荐性国家标准。【结论】 促进学术期刊严格执行推荐性国家标准的建议:提高学术期刊管理者对执行推荐性国家标准的认知,改变其态度;加大指令性规范和示范性规范等外在环境压力;提供有利的政策资源和配套措施,提高标准的有用性、易用性。

Abstract:
[Purposes] This paper aims to investigate and analyze the factors influencing the implementation of recommended national standards (hereinafter referred to as the standards) in academic journals and put forward countermeasures. [Methods] On the basis of the theory of planned behavior, this paper used the interview method to interview six managers of academic journals from three dimensions: attitude, subjective norm, and perceived behavioral control. [Findings] Attitude of academic journal managers towards the standards, mandatory norms of government departments and industry associations, and exemplary norms of famous academic journals play a great part in promoting the editors to strictly implement the standards. Practicality, implementation difficulty, and availability are the factors affecting the implementation of the standards. [Conclusions] Suggestions for promoting the implementation of the standards in academic journals are as follows: raising the awareness of academic journal managers on the implementation of the standards, changing their attitude, stepping up the external pressure such as mandatory norms and demonstrative norms, providing favorable policy resources and supporting measures, and making the standards more practical and easy to implement.
