面向实践的数据出版现状分析与对策探讨

Analysis of the status quo and corresponding countermeasures of data publishing based on its practices

摘要:

【目的】 分析当前数据出版实践面临的问题并探讨对策。【方法】 采用文献调研法,梳理数据出版的概念与一般流程;采用网站调研法,总结Scientific Data与《中国科学数据(中英文网络版)》两种数据期刊在数据存储、数据评审、数据引用3个关键出版环节的实践情况及差异。从科研人员的数据需求与权益出发,思考当前数据出版实践的不足与对策。【结果】 当前数据出版面临数据存储设施建设不足、数据评审体系不健全、数据知识产权争议较大、数据引用效果不佳的问题与挑战。【结论】 数据出版的多元主体应共同努力,加强基础设施建设以优化科学数据存储,完善数据评审体系以保障科学数据质量,重视数据知识产权以推动数字资产管理,规范数据引用以促进科学数据共享。

Abstract:

[Purposes] This paper is aimed to analyze the problems in the current practice of data publishing and discuss corresponding solutions. [Methods] We generalized the concept and process of data publishing by literature research method, summarized the practices and differences of Scientific Data and China Scientific Data from three key processes of data publishing, including data storage, data review, and data citation, and analyzed the problems and corresponding solutions of data publishing from the perspective of the needs and rights of researchers in scientific data. [Findings] Current data publishing is faced with the problems and challenges of insufficient data storage facilities, imperfect data review system, severe data intellectual property disputes, and poor data citation effects. [Conclusions] Main participants of data publishing should work together to strengthen infrastructure construction to optimize scientific data storage, improve data review systems to ensure the quality of scientific data, attach importance to data intellectual property rights to perfect digital asset management, and standardize data citation to promote scientific data sharing.
