【目的】 应用危害分析与关键控制点(HACCP)原理分析科技期刊编辑控制稿件质量的关键步骤以及可行措施,为提高科技期刊质量提供参考。【方法】 基于HACCP体系的危害分析原理梳理科技期刊编辑处理稿件流程中初审、送审、编辑加工和出版4个环节中影响稿件质量的主要因素;应用关键控制点判断树法分析稿件质量控制的关键点;探讨编辑在稿件处理流程中各个环节的质量控制措施。【结果】 编辑控制稿件质量的关键点是送审、编辑加工和出版3个环节。编辑在稿件处理流程中控制质量的主要措施包括:采用定性与定量相结合的多层次初审方式,从源头上控制稿件质量;多渠道筛选审稿专家,建立科学的评议制度,确保审稿质量;采用“三读四性”加工方式,从学术内容和编辑规范角度提高编辑加工水平;采用规范化的校对方式,提高出版质量等。【结论】 将HACCP原理应用于科技期刊稿件质量控制能够有效控制和提升稿件质量,有助于促进期刊良性发展。
[Purposes] This paper aims to analyze key procedures and applicable measures of manuscript quality controlment in scientific journals based on hazard analysis and critical control point (HACCP) and provide reference for the improvement of scientific journals. [Methods] Based on hazard analysis principle, influential factors of manuscript quality were analyzed in the manuscript processing of first trial, reviewing, editing and publishing, and critical control points (CCP) of manuscript processing were determined by CCP decision tree analysis. Moreover, some practical measures were discussed and listed in detail for editors to control the manuscript quality. [Findings] Reviewing, editing and publishing are key steps of manuscript quality controlment for editors. And main measures for editors to control the quality of manuscript processing are summarized as follows: combining qualitative and quantitative methods during the first trial to control the manuscript quality from the very beginning; enhancing the reviewing quality by selecting review experts effectively under a well-implemented manuscript reviewing system; advancing editing quality through innovation approach of three reading and four properties; improving publishing quality by normalized proofreading method. [Conclusions] It is feasible to control and improve manuscript quality by applying HACCP into manuscript processing, which contributes to promoting the development of scientific journals.
