Abstract:

[Purposes] Regional scientific journals are an important channel for implementing regional strategies. This study aims to provide suggestions for their high-quality development by analyzing the distribution, characteristics, and policies of regional scientific journals in China. [Methods] This study used the Blue Book of China's Scientific Journal Development (2021) and major domestic and foreign databases, reviewed the existing policies and typical cases of regional scientific journals, collected data on their distribution, and conducted in-depth analysis from the perspectives of disciplines, inclusion in databases, and regional research and innovation. [Findings] The statistics show that regional scientific journals in the Northeast, Western, Central, Tianjin-Hebei, Guangdong-Hong Kong-Macau (Guangdong), and Yangtze River Delta regions corresponding to the national major regional development strategy have different disciplinary characteristics, reflecting the industrial features of their respective regions. The regional scientific journal policies introduced by provinces such as Shanghai, Guangxi, Sichuan, Hunan, Guangdong, Hubei, Shaanxi, and Anhui vary in terms of release time, funding amount, funding cycle, and number of funded projects. [Conclusions] China should strengthen the top-level design for the development of regional scientific journals, adopt strategies for high-quality development, specialized development, and integrated development, and organize high-level think tank activities, brand activities, selection and demonstration activities, and activities to attract top talents. It should strictly follow the goal orientation, explore the introduction of policies related to regional scientific journals, promote the integration of key disciplines and scientific journals, and lead the development of regional branded scientific journals.

【目的】 区域科技期刊是服务区域战略实施的重要切口。分析我国区域科技期刊的分布、特色和政策,为区域科技期刊高质量发展提供建议。【方法】 梳理目前区域科技期刊现有政策和典型案例,搜集区域科技期刊分布,利用《中国科技期刊发展蓝皮书(2021)》以及国内外主要期刊数据库,从学科、检索库收录与区域科研创新等维度进行深入分析。【结果】 对应国家重大区域发展战略的东北、西部、中部、津冀、粤港澳、长三角等区域,科技期刊呈现不同的学科特色,反映了所在区域产业领域特色,上海、广西、四川、湖南、广东、湖北、陕西和安徽等省区市出台的地方科技期刊扶持政策在发布时间、资金额度、资助周期和资助数量上均体现不同特色。【结论】 我国应加强区域科技期刊发展顶层设计,采取高质量发展、特色化发展、融合发展策略,组织高水平的智库活动、品牌活动、遴选示范活动和顶尖人才共引活动,严格目标导向,探索出台区域科技期刊有关政策、重点学科与科技期刊融合发展,引领区域特色品牌科技期刊发展。
