科技期刊发展特征及其与区域科技创新协同发展状态分析——以长江干流流域英文科技期刊为例

Analysis of development characteristics of English scientific journals and their synergistic status with regional scientific and technological innovation——Taking those in the Yangtze River Mainstream Basin as examples

摘要:

【目的】科技创新是区域经济创新的重要标志和动力。科技论文是区域科技创新发展活力的重要体现之一。区域科技期刊是服务区域科技创新发展的重要切口。通过分析长江干流流域不同区域英文科技期刊发展特征及其与区域科技创新协同发展状态,提出区域科技期刊发展建议。【方法】按照期刊主办或实际承办单位地理位置划分,梳理申报2013—2023年“中国科技期刊国际影响力提升计划”或(及)“中国科技期刊卓越行动计划”,且入围答辩名单的英文科技期刊,并基于JCR、InCites等数据库,分析区域期刊发展特征以及科技论文发表特征。【结果】长江干流流域,分布于9个省和直辖市的共218种英文科技期刊入围“中国科技期刊国际影响力提升计划”或(及)“中国科技期刊卓越行动计划”答辩名单,134种期刊获得项目资助,195种期刊获得ISSN,79种期刊被SCIE或ESCI收录,覆盖17个ESI学科。长江干流流域下游区域较中上游区域英文科技期刊数量多,且学科覆盖面广。2018—2023年,长江干流流域科技论文发文量近30万篇/年,不同学科领域论文数量差异较大。临床医学、工程学、材料科学、物理学等优势学科领域期刊数量多,科技论文发文量大。在部分区域特色学科领域,尽管科技论文发文量大,但期刊数量有限。【结论】长江干流流域英文科技期刊整体发展落后于区域科技创新发展,在区域优势学科领域与科技创新发展有一定协同性,但长江中上游区域特色学科领域期刊与科技创新发展协同性较差。科技期刊发展应立足区域优势学科与特色学科,以服务区域经济发展为目标导向,融入区域科技创新发展体系。各区域应出台区域科技期刊发展政策,构建融合发展体系,强化人才共育意识,引导区域科技期刊特色化发展。

Abstract:

[Purposes] Innovation in science and technology is an important indicator and driving force of the regional economic innovation. The publication of scientific papers is one of the key reflections of the regional scientific and technological innovation. Regional scientific journals serve as important channels for supporting regional scientific and technological innovation. By analyzing the development characteristics of English scientific journals along the Yangtze River Mainstream Basin and their synergistic development status with regional scientific and technological innovation, this study provides suggestions for the further development of regional scientific journals. [Methods] Based on the geographical locations of the hosting or actual undertaking units, we selected the scientific journals that had applied for the Project for Enhancing International Impact of China Scientific Journals or (and) the Excellence Action Plan of China's Scientific Journals between 2013 and 2023, and that had been shortlisted for the defense list. Using databases such as JCR and InCites, the development characteristics of the journals and the publication characteristics of scientific papers were analyzed. [Findings] A total of 218 scientific journals are hosted or edited by 9 provinces and municipalities along the Yangtze River Mainstream Basin. Among them, 134 journals have received funding support, 195 have obtained ISSN, and 79 are indexed by SCIE or ESCI covering 17 ESI disciplines. The number of English scientific journals in the downstream region of the Yangtze River Mainstream Basin exceeds that in the middle and upper reaches, as does the diversity of disciplines. From 2018 to 2023, the average annual publication volume of scientific papers is nearly 300000 papers, with significant differences in the number of papers across different disciplines. In strong fields such as clinical medicine, engineering, materials science, and physics, there are a large number of scientific journals with high publication volumes. However, in some regionally characteristic disciplines, despite high publication volumes, the number of journals remains limited. [Conclusions] The development of scientific journals in the Yangtze River Mainstream Basin lags behind regional scientific and technological innovation. There is limited synergy between journal development and scientific and technological innovation in regional advantage disciplines, while the synergy in regional characteristic disciplines in the upper and middle reaches of the Yangtze River is relatively poor. The development of scientific journals should focus on regional advantage and characteristic disciplines, aiming to support regional economic development and integrate into the regional scientific and technological innovation system. It is essential to establish strategies for the development of regional scientific journals, create an integrated development system, enhance awareness of joint talent cultivation, and guide the characteristic development of regional scientific journals.
