Abstract:

[Purposes] This study provides guidance and reference for developing open access publishing and transformation strategies for libraries in China, especially for research-intensive universities. [Methods] We started with articles published from 2012 to 2022 that were indexed by Web of Science and the transformation practices announced on publishers' websites. We then conducted a survey of the open access transformative policies of major academic journal publishers worldwide through online questionnaires and telephone interviews. In addition, we reviewed open access transformation practices in Asia using the ESAC registry. [Findings] Over 80% of major academic journal publishers have mature policies for open access transformation and substantial practical experience in developed countries, such as those in Europe and the United States. However, the open access policies in China are relatively unclear. Open access practices in Asia are primarily concentrated in Japan and Taiwan, China, with fewer initiatives in other countries and regions. [Conclusions] At this stage, the feasibility of open access transformation in Chinese university libraries, including the availability of transformative conditions and the readiness of the model, requires further exploration and practice. The Digital Resource Acquisition Alliance plays a crucial role in providing international databases to Chinese university libraries. In the future, it should fully leverage its role in advancing open access publishing and transformation efforts in China. University libraries should promptly adjust their roles and service functions. They should also collaborate with publishers, researchers, and research management departments to explore a sustainable open access publishing model better suited to China's national conditions.
