Strategy analysis for new journal establishment of IEEE publishing platform and enlightenment

摘要:

【目的】 探讨IEEE科技期刊的创建与发展历史和策略,以期为我国新刊的创办和高质量发展提供参考意见。【方法】 通过详细分析1963—2020年IEEE的创刊数量及创刊主题词分布等信息,系统探究IEEE期刊集群平台持续创刊的发展策略。【结果】 1963—2020年,IEEE创办新刊物的速度一直处于较高水平,平均每年创刊4.0种;而在2013—2020年,这一速度更是持续上升,每年创刊9.4种。IEEE期刊集群平台发展主要策略包括创办聚焦前沿热点的期刊、创办能够满足不同读者和作者需求的多样性期刊、创办增强期刊发展活力和时效性的OA期刊3个方面。在此基础上,IEEE开创性地创办巨型OA期刊,从而完成对期刊出版类型和运营模式的补充和完善。【结论】 借鉴IEEE创建新刊、传播知识的成功经验,建议国内办刊者明确发展策略,紧握学科新兴技术前沿,以作者和读者的需求为指导,以坚实的学术共同体为基石,适时创办巨型OA期刊以增强期刊的吸引力和时效性,并保持稳定的持续创刊能力。

Abstract:

[Purposes] This paper explores and analyzes the establishment and development history and strategy of IEEE journals in order to provide references for the establishment and quality development of new journals in China. [Methods] We systematically studied the development mode of continuous publication of IEEE journal publishing platform by analyzing information such as the number of journals and the distribution of keywords in the new IEEE journals from 1963 to 2020. [Findings] From 1963 to 2020, the speed of new journal establishment of IEEE publishing platform has been at a high level, with an average of 4.0 journals per year. From 2013 to 2020, this rate has been continuously increasing, reaching 9.4 journals per year. The main strategies for its development are to establish journals focusing on frontier hot topics, to establish diverse journals that can meet the needs of different readers and authors, and to establish OA journals that can increase the vitality and timeliness of journal development. On this basis, IEEE pioneers the establishment of the giant OA journal, thus completing the complement of journal publishing types and operation models. [Conclusions] Drawing on the successful experience of IEEE in establishing new journals and disseminating knowledge, this paper suggests that the development strategy should be clearly defined when establishing scientific journals in China. It is necessary to grasp the frontier of emerging technologies in the discipline, take the demand of authors and readers as the guide, establish giant OA journals in time to enhance the attraction and timeliness of journals based on a solid academic community, and develop the sustainable capacity of journal establishment in a long term.
