培育世界一流科技期刊中8个关系的辩证思考

摘要: 目的 辩证思考培育世界一流科技期刊中的8个关系,为尽快培育我国的世界一流科技期刊提供参考。方法 结合编辑出版实践,辩证分析我国科技期刊整体水平滞后于科技发展水平的深层原因。结果 科技期刊的发展现状归因于我国的评价导向,归因于科学精神的缺失。必须秉持科学精神,理性看待、正确处理好世界一流科技期刊建设中的8个关系,即遵循科学无国界与严守报道纪律、尊重审稿专家与担当编辑责任、追逐热点问题与把握科学规律、论文成熟度与传播时效性、影响因子与成果传播力、“以刊评文”和“以文评刊”、基金论文与非基金论文,以及论文质量与编辑质量的关系。结论 处理好培育世界一流科技期刊中的8个关系,有利于促进科研回归学术,促进科技期刊回归承载、传播与交流的载体功能。

Abstract:

[Purposes] This paper aims to dialectically think about eight relationships in cultivating world-class scientific journals, so as to provide references for cultivating China's world-class scientific journals as soon as possible. [Methods] Combining with the editing practice, we dialectically analyzed the deep reasons why the overall level of scientific journals lags behind the development level of science and technology. [Findings] Development situation of scientific journals is attributed to the orientation of evaluation and the lack of science spirit. We must uphold the science spirit, and rationally treat and correctly handle the eight relationships in the construction of world-class scientific journals, that is, following science without borders and strictly observing the reporting discipline, respecting the review experts and undertaking the editor responsibility, pursuing hot issues and grasping scientific laws, paper maturity and communication timeliness, impact factors and transmissibility of achievements, the evaluation of articles by journals and the evaluation of journals by articles, the funded papers and the non-funded papers, and the quality of articles and the quality of editing. [Conclusions] Dealing with eight relationships of world-class scientific journals will be conductive to promoting the return of scientific research to academia and the return of scientific journals to the function of carrier, dissemination, and communication.
