论文中介网可操作代写代发论文的医药卫生类期刊状况及防范措施探析

Analysis of the status of medical and health journals with ghost-written and ghost-submitted papers operated by paper intermediary networks and corresponding preventive measures

摘要:

【目的】 通过对7家论文中介网可操作代写代发论文的医药卫生类期刊(以下简称“可操作期刊”)进行调查与分析,以了解其特征与状况,旨在为防范此类学术不端行为提供对策依据。【方法】 利用论文中介网站及与其客服对话等方式搜集可操作期刊目录,再通过CNKI和维普等期刊数据库提取可操作期刊的相关信息。【结果】 论文中介网可操作期刊多为非核心期刊,版面数多、刊文量大、稿件需求量大的期刊容易受到论文中介机构的关注。【结论】 第三方中介代写代发论文现象严重,需各方共同应对和打击。期刊社应因刊施策,并强化漏洞堵塞、人员自律、稿件甄别等工作;期刊审批管理部门要定期评估期刊并实施淘汰制;作者要明辨是非、自觉抵制中介诱惑;期刊社及主管部门、高校及研究机构等要构建联合防范机制,从源头阻击代写代发违规问题;互联网商家要从技术层面予以辅助。

Abstract:

[Purposes] By investigation and analysis of medical and health journals with ghost-written and ghost-submitted papers operated by seven paper intermediary networks (hereinafter referred to as "operational journals"), we understand their characteristics and status, aiming to provide countermeasures and basis for preventing such academic misconducts. [Methods] Using the website of paper intermediary networks and their customer service dialogue paths, we searched the content of operational journals and obtained the information of operational journals from database of CNKI and VIP. [Findings] Most journals operated by paper intermediary networks are non-core journals, and the journals with many layouts of printed sheets, large volume of publications, and large demand for manuscripts are likely to be concerned by intermediary networks. [Conclusions] The phenomenon of third-party agencies ghost-writing and ghost-submitting papers is serious, and all parties should cope with and fight against it together. Periodical press should formulate a policy for publication and strengthen leak blocking, self-discipline of personnel, and manuscript screening; journal approval management department should appraise journals regularly and implement an elimination system; authors should distinguish between right from wrong and consciously resist the temptation of intermediary; periodical presses and their administrative departments, universities, and research institutions should form a joint preventive mechanism to prevent the problem of ghost-written and ghost-submitted papers from the source; and business firms on internet should assist technically.
